The Centre for Registers and Information Systems (RIK) centrally procures desktop computers and monitors of office work on the basis of Order No. 225 of the Government of the Republic of 30.06.2016. Framework contracts concluded on the basis of the procurement shall extend to all public authorities named in the relevant order (approx. 160 public authorities) and in addition to legal entities who have authorised the central contracting authority to organise the procurement on the basis of the respective power of attorney (joint contractors) and voluntary central procurement to the acquisition. In addition, the joint contracting authorities are the bodies covered by compulsory central procurement.

Contracts are awarded for the purchase of things (the right to acquire things) and for the leasing (things

without the right to acquire). The subject of the contract is desktops and/or monitors with software licenses, accessories and components. The object of the procurement also includes the delivery of a thing purchased or leased to the place designated by the contracting authority in Estonia and the return (withdrawal) of the thing rented at the location designated by the contracting authority in Estonia at the time of termination of the contract.

The contracting authority concludes a framework contract with all tenderers who qualify and whose tenders are conforming. Between the tenderers, the contracting authority organizes mini-contests in the Public Procurement Register. The contracting authority has the right to arrange a mini-competition by e-mail in case of acquisition, the cost of which is below the limit set out in clause 14 (1) 1) 1) of the Public Procurement Act.

The tenderer shall provide as an offer a list of monitors currently offered in the e-catalogue which corresponds to the technical specifications. The contracting authority concludes a framework contract with all tenderers who qualify and whose tenders are conforming. Under this section, providers have the right to change information about monitors, delete, add new monitors in the e-catalog throughout the contract period.

The tenderer shall be obliged to supply the equipment and service offered under the terms specified in the contract during the entire period of the contract.

The Provider shall be obliged to supply the offered equipment and service under the terms and conditions of the Contract throughout the term of the Contract.
