Under the project name "JOA", HOWOGE Wohnungsbaugesellschaft mbH is planning to build two additional apartment buildings on the southern part of the property on the existing site of Howoge Joachimsthaler Straße 1, 3, 5, 7, Plauener Straße 10, 12, 14, 16, 18, 20, 22, 24, 26.8, south of Plauener Straße 16-26 in the district of Lichtenberg. One of the two houses will have a partial basement. On a plot of approx. 12,756 m2, two apartment buildings with an area of approx. 10,300 sqm GFA with 105 residential units will be built. For further information, see point II.2.4
The buildings are designed as blocks along Joachimsthaler Straße with 5 full storeys throughout. The houses are accessed from the south from Joachimsthaler Straße. There are six main entrances on the ground floor, each of which is assigned to a staircase with elevators. To the north of the bars, an outdoor area is being built in the courtyard that can be used by existing and new tenants with various play and recreation facilities and bicycle parking facilities. The attic height is about 16 m. The buildings are about 66 m and 58 m long and about 14 m deep. In accordance with the BauOBln, they are planned with 50% barrier-free apartments. According to GEG 2023 and in accordance with the funding conditions according to BEG, the present planning provides for an Efficiency House 40 with district heating supply. However, Howoge is refraining from district heating. Deviating from the planning, an electricity-only house with a heat pump and PV system is to be built. The necessary replanning of the energy concept, in particular LP3 and, if necessary, LP4, is part of the services to be awarded. To the south of the new buildings, the redesign of the street clearing with sidewalk, tree planting and vertical parking areas is planned along the property boundary to the public road space, which will serve the development by the fire brigade. In order to redesign this street space, it is intended to conclude a road construction contract between the Howoge and the district. The rainwater infiltration of the built-up areas is planned to be decentralised on the property. The neighbouring existing buildings on the northern and eastern edges of the property are owned by Howoge.
The services to be awarded relate to the turnkey construction of the construction project by a general contractor (AN or GÜ) within the framework of a short GÜ model based on the design and approval planning prepared and optimized by the client. The optimization refers in particular to the optimization of the energy concept.
The building application was submitted in November 2022; the building permit according to §34 of the Berliners is expected before the end of this year, but at the latest before the invitation to submit indicative offers. On the basis of the existing completed plans of LPH 3; LPH 4, the building permit as well as individual key details for LPH 5 of the general planner (GP) commissioned by HOWOGE (AG), a functional specification of services (FLB) and the negotiations to be conducted, a general contractor contract is to be concluded.
As general contractor services, the services to be awarded include all structural and technical construction services for the construction of residential buildings as well as all necessary planning services in the affected service profiles of object planning, technical equipment, structural planning and outdoor system planning, including all still required expert and expert services (e.g. SiGeKo).
Prior to the construction of the construction project, the planning task of the general contractor is, among other things, to prepare a complete implementation plan for the construction of the building on the basis handed over and to optimize the planning status achieved so far.
For the construction project and the services to be awarded (KG 200-700), a cost limit of 3,300 €/sqm of living space (gross) is specified, i.e. a total of 23,205,600 million (gross), which must be adhered to at all costs. This cost cap was determined on the basis of a fixed investment budget without current KFW G funding. This investment budget represents the maximum financial resources available for the commissioning of the GÜ and thus the maximum permissible remuneration that can and may be promised and spent for the GC services to be awarded.
If all tenders eligible for the award exceed the aforementioned cost ceiling, the award will be cancelled due to inefficiency.
