The purpose of the contract is to carry out studies on pre-projects, specifications, general functional specifications, impact analyzes or expertise. It should enable the SESAM-Vitale GIE to have technical assistance in functional analysis, functional architecture, and business expertise within the framework of preliminary studies or definition.

The GIE SESAM-Vitale wishes to obtain technical assistance calling on skills and know-how in functional analysis, functional architecture and business expertise in order to carry out a set of functional studies services. These services are part of the upstream phases of the project life cycle, in particular in:

- pre-project phases: business expertise, functional study report,

- the definition phases: production of specifications, general functional specifications, mock-up, implementation document.

These services can be part of projects managed in a V-cycle or according to an agile methodology. These studies concern the following functional areas:

- the working conditions of health professionals (town medicine, health establishments, telemedicine, prescriptions, DMP, etc.),

- the identification process for health professionals and care recipients,

- billing processes related to compulsory and complementary health insurance (care path, pricing, nomenclatures, B2 standard, etc.),

- the associated upstream (takeover, etc.) and downstream (liquidation, etc.) processes,

- management and access to compulsory and complementary health insurance contracts, rights and associated guarantees,

- media management (smart cards, mobile application): issue and life cycle,

- decision-making monitoring,

- “business” administration and supervision.

The market is passed in the form of a procedure with negotiation within the meaning of articles L. 2124-1, L. 2124-3, R. 2124-3, R. 2142-17 and R. 2161-12 to R. 2161 -20 of the public procurement code.
