Description:
Photovoltaic power plant works P5 and P6

This project provides for the implementation of 2 photovoltaic plants on the P5 and P6 car parks of Toulouse airport. Shades will be installed on each of the two car parks P5 and P6 for respective capacities of 7.5MWp and 8.2MWp. The P5 car park will be provided for total self-consumption while the P6 car park will be in total injection. A CRE file has been submitted and validated for the P6 car park injection project. Another CRE file will be filed in the coming weeks for the P5 car park.

The work will be carried out on an occupied site, with maintenance of the operation of the car parks, for a period of 18 months. The car parks will be built one after the other. To ensure minimal operation, provision will be made for phasing of the work. In addition, a temporary car park (discharge park) may be implemented during the construction site (optional work) to offer a number of additional spaces.

VRD (Roads and various networks)

Lot 1 will be responsible for all the work of Networks, Flooring and fire protection of the 2 car parks. He will be in charge of the site installations (life base) for all the works, over a period of 18 months, including energy, fluid and sanitation connections. The company will be responsible for:- The "emptying" of the car park by phase (temporary signage upstream of the work)- The removal of existing equipment not kept (lighting poles), kept and reinstalled (trolleys, trolley racks, road signs) or kept and stored by the customer (fire extinguishers)- The supply and installation of street furniture (new cart racks, protection of fire hydrants ...) - The redevelopment of the road (removal of curbs, medians ...) - Planing of existing asphalt- New asphalt in car parks- Temporary ditch passages for site access, as well as site access roads- All underground electrical networks Strong and Weak Currents of car parks- Underground HTA and Fiber optic networks up to the HV Satellite substation of the airport (Hall D)- Supply and installation of additional ducts (IRVE forecast, Spotting instead...) - The slabs for the implementation of HV / LV prefabricated substations, including proof- Rainwater management- Fire protection of the car park, according to the recommendations of the SDIS (underground networks with fire hydrants and insulated water tarpaulins)

Signage fence

This lot includes work related to parking fences, including guardrails, and signage on the ground (paint) and vertical. Lot 2 will be in his charge:- The temporary fences of the construction areas according to the phasing works- The modification of the existing fences and slides- The temporary openings for the site access- The floor painting of the new car parks (parking spaces, zebras, pedestrian crossing, arrows, stop line, ...) - Vertical signage (direction signs, presence of trolleys, etc.) - The final fencing of modified areas, according to the recommendations of the SDIS.

Foundations Metal frame

Lot 3 will carry out all the foundations of the metal frame as well as all the metal frame supporting the photovoltaic panels. In particular, the latter will have to respect the recommendations of the SDIS formulated in response to the filing of the building permit. The work will include:- The in situ installation of all the foundation structures according to the carpenter's site plan - The reinforcement elements and supplies of any plates - The earthworks for the foundations,- The foundation work according to G2 studies in progress (massive solution, piles or micro-piles)- The steel elements and ancillary supplies,- The supply of specific masts for video surveillance- The protection services against corrosion,- The inserts, connectors etc., necessary for all interfaces with the concrete - All the control work, tests, tests and geometric surveys of the structuresThe work will be carried out at the progress of the phasing of the works, the car parks being partially occupied by the users.

Electricity Strong currents - Low currents

Lot 4 includes all the High Current and Low Current work, from the installation of the photovoltaic panels to the HTA connections on the ENEDIS network on the one hand and on the Satellite substation on the other hand, and more particularly:- The presence during the counter-reception by the MOA of the photovoltaic modules with lot 5, as and when delivery; the panels will be subject to a power test by sampling during these deliveries;- The storage of the panels delivered by the supplier of panels of lot 5, as and when deliveries are made-instalments- The supply and installation of the integration system of the modules (ETN required at least, ATEC possible), variants may be proposed to meet the compatibility with the panels;- The installation of photovoltaic modules (provided by lot 5)- The supply and installation of inverters - The wiring and connections of the whole - The construction of the earth networks - The supply and installation of prefabricated substations, including cabling and connection - The supply and installation of the delivery station, according to ENEDIS recommendations (P6) - The supply and installation of the HV cable from car park P5 to the satellite substation (Hall D) - The supply, installation and connection of the FO fibre optic cable from the P5 car park to the Satellite Station Hall D substation- The extension of the satellite substation ( integration of an HTA cell)- The adaptation of the HV delivery station of the airport site for the clamping of the production facility- The realization of the decoupling servings- The adaptation of existing electrical cabinets- The lighting during the construction phase to replace the deposited masts- The lighting of the under shades, and the associated controls- The removal and installation of video surveillance cameras, their wiring and operation- The adaptation of the ATB BMS for the integration of the new points- The software, the configuration and the commissioning of the supervision of the 2 plants- The commissioning of all the installationsIn view of the expectations of the contracting authority, the DCE will integrate a performance contract with the holder of lot 4. In addition, a 2-year maintenance and operation contract, renewable for 1 year, will be requested from the company.

Supply of photovoltaic panels

Lot 5 will mainly include the supply of the panels necessary for the realization of the two installations of the P5 and P6 car parks. More specifically, this lot will - The supply of panel power allocated to the two installations of car parks P5 and P6; the capacity of the installations will be a total of 15.7MWp; the volume of panels to be supplied by this lot corresponds to the defined power increased by 1% (hazards and site breakage); - The routing of the panels to the place of storage (at the expense of lot 4). A phasing of deliveries will be defined with the prime contractor (number of delivery periods to be defined).- The presence during the counter-acceptance by the MOA of the photovoltaic modules with lot 5, as and when the delivery; the panels will be subject to a power test by sampling during these deliveries; These tests will be carried out by an independent service provider and at the expense of the client. The panels supplied must: - Present a value of the carbon evaluation of the modules less than 450 kg eq CO2 / kWp in accordance with the requirements of the specifications of the calls for tenders of the CRE; - Be referenced in at least one New Technical Survey or a Technical Opinion of a system for fixing photovoltaic panels on parking shades; - Include on their back side a waterproof connection box; they will be pre-wired with solar cables of sufficient length and cross-section;- Meet at least DIN EN 61215 (IEC 61215), DIN EN 31730-1 (IEC 61730-1) and DIN EN 61730-2 (IEC 61730-2)Material guarantees and performance guarantees must be specified. No technological constraints on the panels are imposed (bifacial modules or not, cell technology...) In view of the expectations of the contracting authority, the DCE will enter into a performance contract with the holder of lot 5. We leave ourselves the possibility to declare without follow-up the option or the lot supply of PV panels according to the offers that will be made for issues of:- Guarantee and expected performance- Contractual management and in particular reception of the panels- Financial gain
