Call for applications for participation - Project author mission for architectural (execution) studies, EPB, stability, special techniques, management, project coordination and coordination-realization relating to the renovation works of the so-called "Cooperative" and "Villa" buildings and the construction of a secondary link volume on the "Société Générale Coopérative" site in Soumagne

The service contract consists of the architectural and technical analysis (EPB, stability, special techniques such as sanitary installations, heating, ventilation, solar protection, electricity and photovoltaic power, centralized fire alarm and intrusion detections) of the development and energy renovation project of the "Cooperative" and "Villa" buildings located on the communal site "Société Générale Coopérative" located rue de la Siroperie 7 and avenue de la Coopération 16 in Soumagne.

The works are provisionally estimated at EUR 8,386,330.00 incl. VAT (21%).

This contract relates to a project author's mission (including surveys of buildings as necessary), apart from the preliminary design study and the submission of the application for planning permission, which were the subject of a previous public service contract.

The project author must propose an offer including all of the following skills:

- an architectural office (architect)

- a stability engineer

- a special technical engineer

- an EPB manager

- at least one level A safety and health coordinator (for the project and implementation phases)

The project author will also ensure the coordination mission of the various stakeholders listed above and the external stakeholders necessary to successfully carry out the mission entrusted to him (contacts with applicants, SPW Infrastructures, ...) and will have to propose significant energy improvements meeting the conditions of the "Wallonia Recovery Plan 2022 - project n°49 Energy renovation of public buildings belonging to local authorities" for which the Energy renovation project for the "Cooperative" and "Villa" buildings has been selected by Wallonia.

In parallel, this project is part of the perspective of recentralization of municipal services in these two buildings (1st phase).

The communal services concerned are the administrative services of the commune currently located in the communal house located on the other side of the Avenue de la Coopération, whose premises have become too cramped. On the other hand, a multipurpose room is to be created in the "Cooperative" building (level +3) and a liaison building intended mainly for the reception of the public is to be built between the two existing buildings to be renovated.
