Consultancy support to SMHI in international development cooperation
SMHI works with international development cooperation together with various partners around the world in meteorology, hydrology, oceanography and climate. The work is conducted in project form, often together with sister authorities on a national or regional scale. Within the framework of the WACCA-Ethiopia project, which has been running since 2018, SMHI is working with Ethiopian authorities to jointly develop national forecasting and warning services. The project will involve several activities, mainly in Ethiopia.
The procurement concerns a consultancy service that will support SMHI's international development cooperation.
Background and objectives
SMHI works with international development cooperation together with various partners around the world in meteorology, hydrology, oceanography and climate. The work is conducted in project form, often together with sister authorities on a national or regional scale. Within the framework of the WACCA-Ethiopia project, which has been running since 2018, SMHI is working with Ethiopian authorities to jointly develop national forecasting and warning services. The project will involve several activities, mainly in Ethiopia.
The procurement concerns a consultancy service that will support SMHI's international development cooperation through a) development of strategic partnerships and project proposals, and b) implementation of project tasks within various projects. Within the WACCA-Ethiopia project, the consultant will be responsible for Ethiopian project management and for contributing to and implementing certain project tasks (e.g. on sustainable leadership and institutions, gender, management of local subcontractors, etc.). This means that frequent presence in Ethiopia is required, either through Addis Ababa or through frequent trips there (approximately 4 times a year of 3 weeks each). The assignment will also cover initiatives of a similar nature in other low- and middle-income countries and in Sweden. Travel to SMHI in Norrköping will occur (approximately 2 times a year). More detailed instructions about the assignments will be specified at each call-off.
SMHI is looking for one or more consultants and the scope is estimated at approximately 50 per cent of a full-time position. However, the time required is largely affected by the development of the projects. SMHI therefore guarantees no minimum call-off volume.
Framework agreements will be signed with a supplier. The ceiling volume for the framework agreement is SEK 5,000,000
