Performing electronic AIT tests, environmental tests, physical measurements for the DORN instrument on behalf IRAP-CNRS (UMR5277)

The purpose of this consultation is to conduct electronic TIT tests, environmental tests, physical measurements for the DORN instrument on behalf of IRAP-CNRS (UMR5277). The consultation is part of the Chinese Chang'E6 space mission dedicated to the collection of lunar samples. The Chang' space mission is likely to be renewed. The consultation is divided into four (4) lots. Each lot is subject to one (1) single-attribution framework agreement that is executed on purchase orders and subsequent contracts pursuant to Article R. 2162-3 of the Public Order Code. Each framework agreement is concluded with a minimum in quantity and with a maximum in monetary in accordance with Article R. 2162-4º of the Public Order Code. Notification of the framework agreement is to be ordered from the minimum part.

Electronic TIT Testing Services

The lot is the subject of one (1) single-attribution framework agreement. The framework agreement is executed on purchase orders and subsequent contracts pursuant to Article R. 2162-3 of the Public Order Code.

The framework agreement is concluded with a minimum in quantity and with a maximum in monetary value in accordance with Article R. 2162-4.1º of the Public Order Code. The maximum value over the overall duration of the framework agreement is EUR 470 000.00 excl. VAT.

Notification of the framework agreement is worth ordering the minimum part.

Minimum part (so-called global and lump sum part):

The benefit is defined in section 2.1 of CCTP No. 21172 and is divided into four benefits:

— preparation of electronic AIT tests,

— carrying out electronic AIT tests,

— carrying out the environmental tests of the all-integrated instrument,

— carrying out electronic AIT tests of the integrated instrument on the Lander.

Party to subsequent contracts:

During the DORN project, the contracting authority is likely to have needs for carrying out electronic TPIT tests whose technical specifications differ from those specified in Article 2 of the CCTP. If a need arises, subsequent contracts will be contracted on the basis of this Framework Agreement.

The framework agreement is concluded for a period of one (1) year renewable three (3) times per one year period.

Benefits Environmental Testing PFM

The lot is the subject of one (1) single-attribution framework agreement. The framework agreement is executed on purchase orders and subsequent contracts pursuant to Article R. 2162-3 of the Public Order Code.

The framework agreement is concluded with a minimum in quantity and with a maximum in monetary value in accordance with Article R. 2162-4.1º of the Public Order Code. The maximum value over the overall duration of the framework agreement is EUR 250,000.00 excl.

Notification of the framework agreement is worth ordering the minimum part.

Minimum part (so-called global and lump sum part):

The benefit is defined in Section 3.1 of CCTP No. 21172 and is divided into four benefits:

— mechanical analysis,

— thermal analyses,

— vibration tests,

— impact tests.

Subsequent Contracts Part:

During the DORN project, the contracting authority is likely to have performance needs PFM environmental testing whose technical specifications differ from those set out in section 3 of the CCTP. If a need arises, subsequent contracts will be contracted on the basis of this Framework Agreement. Also, during the DORN project if the contracting authority has a need for TVAC (Thermal Vacuum) testing and the licensee has adequate means to perform the service, a subsequent contract is likely to be contracted out.

The framework agreement is concluded for a period of one (1) year renewable three (3) times per one year period.

FusiORT Component Deferral Qualification

The lot is the subject of one (1) single-attribution framework agreement. The framework agreement is executed on purchase orders and subsequent contracts pursuant to Article R. 2162-3 of the Public Order Code.

The framework agreement is concluded with a minimum in quantity and with a maximum in monetary value in accordance with Article R. 2162-4. of the Public Order Code. The maximum value over the overall duration of the framework agreement is EUR 150,000.00 excl. Notification of the framework agreement is to be ordered from the minimum part.

Minimum part (so-called global and lump sum part):

The benefit is defined in Section 4.1 of CCTP No. 21172.

Party to purchase orders:

If the need arises, the contracting authority may order by purchase orders the performance of the deferral qualification of the FusiORT component under the same conditions detailed in Article 4.1 of CCTP No. 21172.

Party to subsequent contracts:

During the DORN project, the contracting authority may have requirements for the deferral qualification of the FusiORT component whose technical specifications differ from those specified in Article 4 of the CCTP. If a need arises, subsequent contracts will be contracted.

The framework agreement is concluded for a period of one (1) year renewable three (3) times per one year period.

Benefits Physical measures

The lot is the subject of one (1) single-attribution framework agreement. The framework agreement is executed on purchase orders and subsequent contracts pursuant to Article R. 2162-3 of the Public Order Code.

The framework agreement is concluded with a minimum in quantity and with a maximum in monetary value in accordance with Article R. 2162-4.1º of the Public Order Code. The maximum value over the overall duration of the framework agreement is EUR 60,000.00 excl. Notification of the framework agreement is to be ordered from the minimum part.

Minimum part (so-called global and lump sum part):

The benefit is defined in section 5.1 of CCTP No. 21172.

Party to purchase orders:

If a need arises, the contracting authority reserves the right to order a service “Performing physical measures” under the same conditions as those indicated in Article 5.1 of CCTP No. 21172.

Party to subsequent contracts:

During the DORN project, the contracting authority may have needs for carrying out physical measurements whose technical specifications differ from those specified in Article 5 of the CCTP. If a need arises, subsequent contracts will be contracted. The framework agreement is concluded for a period of one (1) year renewable three (3) times per one year period.
