Lot N303 - Shell

On behalf of STESAD GmbH (client), a new single-field sports hall consisting of carbon concrete is to be built at the school site of the 49th primary school in Dresden-Plauen as part of a pilot project.

The tender for shell construction that has already been carried out (open procedure; Contract number: 153_STE_06-2023-0015) had to be cancelled due to unacceptable offers and the significant budget overrun/lack of project funding.

Following the abolition of the award procedure, a negotiated procedure with a competitive bid will now be put out to tender in accordance with the applicable procurement regulations, whereby the client has decided to divide the originally tendered shell tender into two separate lots. The original title 9 "Carbon concrete", which included the production of all 4 carbon concrete elements (roof trusses, roof panels, 3-layer exterior walls with parapet and privacy slats), will be put out to tender as a separate "Lot N303a Carbon Concrete Shell" and will in future include the production of the precast carbon concrete elements in the factory, delivery to the construction site and installation on the construction site including verification in accordance with the approval in individual cases / project-related type approval. All remaining services (conventional reinforced concrete construction, masonry construction, construction site equipment, etc.) will remain in the previous "Lot N303 Shell Construction" and are part of the current tender.

The services of the precast carbon concrete elements will be put out to tender in a separate negotiated procedure (award number 153_STE_06-2023-0031).

Participants are entitled to submit one or more ancillary offers in addition to a main offer (mandatory) in the negotiated procedure - with the aim of (technological and) economic alternatives.

Since the price is the only award criterion, the proposals of other participants in the competition will be submitted after the first evaluation (or at the latest at the time of negotiation). Thus, each participant gets the chance to submit a final offer and an equal treatment / evaluation of the participants / offers is guaranteed.

Interested bidders in the tender N303 shell construction are requested to submit their request to participate and your suitability in writing (informally) and by the deadline of Friday, 30.06.2023 at 10 a.m. as part of the participation competition.

1. In order to prove his suitability, expertise, performance and reliability, the bidder must submit the self-declaration of suitability with the following information:

- turnover of the company from the last 3 completed financial years, insofar as they relate to comparable construction work and other services comparable to the service to be awarded, including the share of services carried out jointly with other companies;

- Information on services that are comparable to the service to be awarded (at least 3 self-references from the last 5 calendar years);

- information on the average annual number of workers employed in the last three completed calendar years, broken down by wage group with specially designated management staff;

- Declaration of registration with the Chamber of Crafts or Chamber of Commerce and Industry;

- information on registration in the Commercial Register;

- Information on the payment of taxes, duties and contributions to accident insurance and collectively agreed social security funds;

- Information on the exemption certificate according to § 48 EStG;

- indication of insolvency proceedings;

- indication of liquidation;

- an indication that there is evidence that no serious misconduct has been committed which would jeopardise the applicant's reliability;

2. Proof of suitability can also be provided by entry in the list of the Association for the Prequalification of Construction Companies e.V. (Prequalification certificate VOB by means of PQ association) or equivalent.

Scope of services lot N303 shell construction

The content of the current tender lot N303 is shell construction work with the following scope of services:

- Single-field sports hall length x width = 38 m x 17.50 m (buried in the ground by one floor), sanitary wing over two floors

- Deliver and install approx. 480 cbm of soil transfer material

- Approx. 900 cbm backfill structure, delivery material supply and installation

- Approx. 250 cbm backfill structures, storage material

- Approx. 480 cbm allowance for backfilling in the area of the shoring

- Approx. 100 cbm excavated pipe trenches, in the building, T up to 0.5 m

- Laying of underground pipelines

- Approx. 980 sqm in-situ concrete, cleanliness layer concrete C12/15, thickness 15 cm

- Approx. 4.5 cbm base plate, C25/30, WU, Stb., d = 30 cm, for elevator shaft and pump sumps

- Approx. 255 cbm in-situ concrete floor slab reinforced concrete C25/30; D 30 cm

- Approx. 140 m construction joint plate / base plate

Note: Scope of services lot N303a carbon concrete shell

The above-ground supporting structure, which is largely made of carbon concrete construction, is assigned to the separate lot N303a carbon concrete shell. In particular, the prestressed roof girders, the roof panels, the above-ground exterior walls on the ground floor (multi-layer walls) and the shading slats are to be made of non-metallic reinforcement, delivered to the construction site and installed independently. For these 4 building elements, due to the lack of building authority approval by the client in Germany so far, approvals are obtained in individual cases or project-related type approvals. As of the beginning of June, the approval from the State Office for Building Technology has already been received in parts and is only valid in connection with the products contained therein. In this respect, products are specified for the production of all 4 carbon concrete elements by the client, which must be used by the bidder. Except for the carbon strands (required for the prestressed roof racks), all products must be purchased/procured by yourself. The carbon strands have to be purchased from the factory of Tokyo Rope in the USA and, due to the long delivery times, are purchased in advance by the client, tested and then made available to the commissioned shell construction company for further processing.
