Assessment study for the implementation of the Blue Peace Global Initiative: — Prepare the Terms of reference for an independent commission, the long and short list of individuals (e.g. commission members), institutions and governments to be associated with it, work plan with a tentative time table, outline of one or more reports to be brought out by the independent commission, details of research needs, estimates of financial expenditure for 2 years.

— Prepare elements of a Global public discourse strategy in the field of water and security including determination of media to be used, defining focus of one or more themes of films, identification of film producing companies, identification of relevant social media and other Internet sources, exploring formation of a network of journalists from the mainstream media across the world, outlining of other media activities as advised by communication experts,

— Research agenda for the two activities mentioned above to create a sound knowledge platform.
