Description:
Purchase and implementation of an HR and payroll system for the University of Wrocław

1. Type of order: service.

2. The subject of the contract is the purchase and implementation of an HR and payroll system with an employee portal with mobile access and the implementation of the "business trips" module owned by the Contracting Authority as part of the Teta ME software and the integration of the above with the ERP financial and accounting system owned by the Ordering Party – Teta EDU, hereinafter referred to as the System.

The subject matter of the agreement will be implemented in stages.

3. A detailed description of the contract can be found in Appendix 3a to the Terms of Reference – Description of the subject of the contract – functional scope of the software and Appendix 3b to the Terms of Reference – Description of trainings and workshops.

4. Detailed terms and conditions for the performance of the contract can be found in the model agreement (which constitutes the proposed provisions of the agreement within the meaning of Article 134(1)(20) of the Public Procurement Act), constituting Appendix No. 4 to the Terms of Use (together with attachments: personal data processing agreement).

3. A detailed description of the contract can be found in Appendix 3a to the Terms of Reference – Description of the subject of the contract – functional scope of the software and Appendix 3b to the Terms of Reference – Description of trainings and workshops.

4. Detailed terms and conditions of the contract performance can be found in the model agreement (which constitutes the proposed provisions of the agreement within the meaning of Article 134(1)(20) of the Public Procurement Act), constituting Appendix No. 4 to the Terms of Use (together with attachments: personal data processing agreement).

5. The subject of the contract will be divided into Stages, with the following deadlines:

1.1. Stage I: granting the Contractor a License to the Contracting Authority to use the Software along with the installation of the unconfigured software in the Contracting Authority's environment. The Ordering Party requires granting a full (territorially unlimited), perpetual, irrevocable, multi-user, non-exclusive, non-transferable License for the implementation, launch and use of the Software - up to 30 days from the date of conclusion of the agreement;

1.2. Stage II: Preparation and submission of the pre-implementation analysis - up to 7 months from the date of conclusion of the contract;

1.3. Stage III: System implementation service (described in detail in the Terms of Reference) - up to 15 months from the date of conclusion of the agreement;

1.4. Stage IV: Monitoring of the launched System and support during the System stabilization period (described in detail in the Terms of Reference) - up to 6 months from the end of Stage III;

1.5. Stage V: Providing Technical Assistance in the field of the implemented System - 36 months from the end of Stage IV;

1.6. Stage VI: additional Substantive assistance – additional hours of support for the Contracting Authority in the number of up to 300 man-hours in the implementation of substantive processes (including programming services and additional workshops for the Contracting Authority) – at each stage of the contract.

6. The Contracting Authority requires the contractors to submit a bid bond in the amount of PLN 100,000.00 (in words: one hundred thousand zlotys) before the deadline for submission of tenders.

7. The Contracting Authority requires the payment of a performance bond in the amount of 5% of the gross price offered.

8. The Contracting Authority provides for the possibility of awarding the basic contract to the Contractor, within 3 years from the date of awarding the contract, consisting in the repetition of services similar to the basic contract, in accordance with Article 214(1)(7) of the Public Procurement Act. The order will consist in the possible extension of the order with another module(s) or functionalities related to the implemented System, as well as the performance of programming services, including for the implementation of the ordered module(s) or functionality, as well as other services related to the implemented module(s) or functionalities under the conditions described in the contract template in this procedure.

The value of similar orders was taken into account in the calculation of the total value of the subject matter of the contract in the amount of 30% of the basic contract.

The estimated value of the basic order is PLN 5,749,300.00 net. Similar contracts are provided for under Article 214(7) of the Public Procurement Act, in the amount of 30% for the amount of: PLN 1,724,790.00. The total estimated value of the order will be: PLN 7,474,090.00 net.

9. The Contracting Authority requires the submission of the User Manual of the offered Employee Portal together with the offer in order for the Contracting Authority to independently verify the requirements for the Portal as part of the confirmation of compliance with the parameters described in Appendix No. 3a – Description of the subject of the contract in the indicated items and in order to evaluate the offers of the Employee Portal (including the address of the website (www) of the offered Employee Portal and the data necessary to log in).
