The Investitions- und Strukturbank Rheinland-Pfalz (ISB) supports the Rhineland-Palatinate private individuals, associations, foundations and religious communities who were injured due to the floods of 14 and 15 July 2021.
In order to apply for aid funds for reconstruction after the flood disaster in Rhineland-Palatinate, injured parties need expert opinions on the damage caused to their buildings and the expenses necessary for their removal. The expert reports are the construction basis for the grants paid out by the state of Rhineland-Palatinate as part of the reconstruction aid for flood victims. The expert opinions are not expert opinions in the sense of expert opinions, but statements on flood damage to buildings and cost estimates derived from them. As a rule, no findings are collected as with expert opinions, such as component openings.
These reports are to be randomly reviewed.
For this purpose, a framework agreement is concluded with up to 15 publicly appointed and sworn experts for the preparation of statements on these reports on flood damage to buildings and the resulting cost estimates.
The random examination of the expert opinions by externally commissioned experts refers to the completeness, plausibility and usability of the documents according to the four-eyes principle. The damage assessment of the expert opinions should be examined methodically and structurally and expressly no second report should be prepared.

The provision of services requires special requirements for the contractor, such as special expertise, impartiality, confidentiality and integrity. As a result, only publicly appointed experts in the field of damage to buildings / structural damage / damage assessment and evaluation of buildings (or a comparable, equivalent qualification from abroad) are eligible for the provision of services.
The aim of the award procedure is to conclude a framework agreement for the preparation of opinions on expert opinions on flood damage to buildings and the resulting cost estimates.
The tasks of the client are subject to dynamic processes. It is therefore possible that the tasks and requirements for the contractor described above will change. The tasks in detail can therefore be adapted during the term of the contract and changed within a proportionate framework.
For the sake of comparability, the review of the expert opinions must be carried out on the basis of a mandatory test scheme.
