Airplane Maintenance – Gulfstream G550 ‘HALO’ (D-ADLR)

The German Aerospace Center, acting for its flight experiments facility intends to award a frame agreement for maintenance services relating to the research aircraft HALO (here: Gulfstream G550 /D-ADLR) over a period of 4 years. The general tasks of the maintenance services are based on Gulfstream's ‘Maintenance Due Lists’ (Example: See under Attachment 1 of the attached PDF-File) based on following data:

— Aircraft make: Gulfstream,

— Aircraft model: G550- Regulation: DEU-GCAA,

— Engines: 2x Rolls Royce BR700-710 C4-11 (G550) -> Serial No 15284, 15285,

— Aircraft Serial No 5093,

— Airworthiness date: 7.11.2005,

— APU: Honeywell RE220 (G550).

The aircraft HALO (High Altitude Long Range Research Aircraft) did herald a new chapter in the history of German atmospheric research and earth observation. HALO is based on a Gulfstream G550 ultra-long range business jet. The combination of range, cruising altitude, payload and comprehensive instrumentation makes the aircraft to a globally unique research platform. In almost all important parameters, HALO exceeds the performance of research aircraft operating worldwide as follows: With a cruising altitude of more than 15 kilometers, a payload of up to 3 tons and a range of more than 12 000 kilometers, for the first time measurements can be carried out on a continental scale, at all latitudes, from the tropics to the poles, and at altitudes as high as the lower stratosphere. As a result, it is possible to answer scientific questions relating to areas that where inaccessible to previous research aircrafts operated by the German Aerospace Center. HALO was delivered on 21.1.2009 and landed at the location in Oberpfaffenhofen after a non-stop transatlantic flight from Savannah, USA.

The bidding procedure will be carried out as a negotiated procedure with a call to participate according to Section 17 VgV. The applicant must not only submit his application to participate but also all the documents marked in the pre-formulated application to participate in the column ‘Completed/authored independently by the applicant’. The contracting authority has provided forms for this purpose. They can be found in the section labeled ‘Part to be completed by the applicant’ of this tender document. Offers do not have to be submitted in this phase of the tender process. Only applicants that can prove their suitability will be invited to submit offers. The whole tender process will be handled electronically through the award platform subreport ELViS. The communication will also be carried out on this platform. The application to participate must be signed at least once. This also applies in case of an electronic submission. Applicants are allowed to ask questions. In case of a cooperation with other competitors, the applicant is obliged to indicate whether this is as a bidding consortium (see ‘Bidding consortium declaration’) or a subcontracting (see ‘Declaration of commitment for subcontractors’).
