The road inspection of the Flemish Tax Authorities ('VLABEL') is competent for the technical roadside inspections. The Agency is supported in this by the Department of Mobility and Public Works ('MOW'), which acts as the contracting authority of this contract.
The system of technical roadside inspections includes initial technical roadside inspections as referred to in Article 9 paragraph 1, and further technical roadside inspections as referred to in Article 9(2) of the Decree of the Flemish Government of 2 March 2018 on the technical roadside inspection of commercial vehicles (hereinafter 'BVR CLW').
Checks take place throughout the Flemish territory. These can be areas of the VLABEL, police services, municipal services, car parks, concessions along the highways, etc.
The road inspectors of VLABEL or the police services accompany the vehicles to be checked and hand over the vehicle documents to the contractor's staff, who then take over the task.
Once the technical inspection has been carried out, the documents and an inspection report are handed back to the VLABEL road inspector or the police inspector.
This official then decides on fines and possible actions on the basis of the findings on the control report.
This assignment concerns the execution of further technical roadside inspections as described in the BVR CLW, on the territory of the Flemish Region. These further
roadside checks shall be carried out by means of a mobile control unit.
The checks relate to the vehicle categories defined in the BVR CLW.
