Description:
Purchase of hardware and software as part of the "Digital Municipality" project

The subject of the contract is the purchase of computer hardware and software as part of the implementation of the "Digital Municipality" project, Measure 5.1 Digital development of local government units and strengthening digital resilience to threats of the Operational Programme Digital Poland for 2014-2020 under the European Regional Development Fund. The subject of the contract has been divided into 5 parts.

Purchase of server hardware and software.

1. The order includes the purchase of 3 servers with an operating system, 2 disk arrays, additional cabling and licenses to support 600 users, including 150 remote users.

2.A detailed description of the subject of the contract for Part 1 is included in Appendix No. 3a to the SWZ.

3. In order to confirm that the offered subject of the contract meets the requirements of the Contracting Authority specified in the SWZ, the Contractor applying for the award of the contract is obliged to submit with the offer a Description of the offered server hardware and software, according to Appendix No. 4a to the SWZ.

4. The Contractor is obliged to perform the contract on the terms and conditions described in the draft provisions of the contract (Appendix No. 5a to the SWZ).

5. The Contracting Authority allows the Contractor to offer equivalent solutions, in accordance with the criteria used to assess equivalence specified in Appendix 3a to the SWZ, for hardware or software that has been described by indicating trademarks, patents or origin, source or a specific process that characterizes products or services provided by a specific Contractor. In the case of referring to equivalent solutions, the Contractor, when submitting a Description of the offered server hardware and software, according to Appendix No. 4a to the SWZ, is obliged to demonstrate that the solutions offered by it meet the criteria specified by the Contracting Authority to assess equivalence specified in Appendix No. 3a to the SWZ.

6. In the description of the subject of the contract, the contracting authority did not specify the performance or functionality requirements referred to in Article 101(1)(1) of the Public Procurement Law.

7. The Contracting Authority shall not reserve the right to apply for the award of a contract only by Contractors referred to in Article 94 of the PPL, i.e. having the status of a sheltered workshop, social cooperatives and other contractors whose main purpose or main purpose of the activities of their organisationally separated units that will perform the contract is the social and professional integration of socially marginalised persons.

8. In the detailed description of the subject of the contract, the contracting authority included the requirements regarding accessibility for the disabled and design for all users referred to in Article 100(1) of the Public Procurement Law.

9. The Contracting Authority shall not request a label from the Contractor and shall not indicate the applicable requirements of a specific label referred to in Article 104 of the Public Procurement Law.

Purchase a backup system and tape library.

1. The order includes the purchase of a backup system and the supply of a tape library and LTO media for storing backup copies.

2.A detailed description of the subject of the contract for Part 2 is included in Appendix No. 3b to the SWZ.

3. In order to confirm that the offered subject of the contract meets the requirements of the Contracting Authority specified in the SWZ, the Contractor applying for the award of the contract is obliged to submit with the offer a Description of the offered backup system and tape library, according to Appendix No. 4b to the SWZ.

4. The Contractor is obliged to perform the contract on the terms and conditions described in the draft provisions of the contract (Appendix No. 5b to the SWZ).

5. The Contracting Authority allows the Contractor to offer equivalent solutions, in accordance with the criteria used to assess equivalence specified in Appendix 3b to the SWZ, for hardware or software that has been described by indicating trademarks, patents or origin, source or a specific process that characterizes products or services provided by a specific Contractor. Purchase of mobile equipment and software for selected municipal units.

1. The order includes the purchase of 95 laptops with anti-virus software and software for remote management of the supplied equipment and the purchase of 90 licenses of an office suite for employees of administrative and financial and accounting services of selected units of the Siemianowice Śląskie Commune.

2.A detailed description of the subject of the contract for Part 3 is included in Appendix No. 3c to the SWZ.

3. In order to confirm that the offered subject of the contract meets the requirements of the Contracting Authority specified in the SWZ, the Contractor applying for the award of the contract is obliged to submit with the offer a Description of the offered mobile equipment and software for selected municipal units, according to Appendix No. 4c to the SWZ.

4. The Contractor is obliged to perform the contract on the terms and conditions described in the draft provisions of the contract (Appendix No. 5c to the SWZ).

Purchase of mobile equipment and software for schools.

1. The order includes the purchase of 50 laptops with anti-virus software, software for remote management of the supplied equipment and the purchase of 35 licenses of an office suite for administrative and financial and accounting service employees of selected schools in Siemianowice Śląskie.

2.A detailed description of the subject of the contract for Part 4 is included in Appendix No. 3d to the SWZ.

3. In order to confirm that the offered subject of the contract meets the requirements of the Contracting Authority specified in the SWZ, the Contractor applying for the award of the contract is obliged to submit with the offer a Description of the offered mobile equipment and software for special schools and institutions, according to Appendix No. 4d to the SWZ.

4. The Contractor is obliged to perform the contract on the terms and conditions described in the draft provisions of the contract (Appendix No. 5d to the SWZ).

5. The Contracting Authority allows the Contractor to offer equivalent solutions, in accordance with the criteria used to assess equivalence specified in Appendix 3d to the SWZ, for hardware or software that have been described by indicating trademarks, patents or origin, source or a specific process that characterizes products or services provided by a specific Contractor. Purchase of equipment to support encrypted connections.

1. The order includes the purchase of 30 devices to handle encrypted connections of the Siemianowice Śląskie City Hall with selected units of the Siemianowice Śląskie Commune participating in the project and training of 2 administrators in the configuration of the devices provided.

2. A detailed description of the subject of the contract for Part 5 is included in Appendix No. 3e to the SWZ.

3. In order to confirm that the offered subject of the contract meets the requirements of the Contracting Authority specified in the SWZ, the Contractor applying for the award of the contract is obliged to submit with the offer a Description of the offered equipment for handling encrypted connections, according to Appendix No. 4e to the SWZ.

4. The Contractor is obliged to perform the contract on the terms and conditions described in the draft provisions of the contract (Appendix No. 5e to the SWZ).
