The subject of the contract includes the collection and management of solid unsorted and segregated municipal waste:
1) the amount of unsorted municipal solid waste in the amount of 1 100.00 Mg;
2) the size of municipal solid waste segregated in the amount of 190.00 Mg (of which: plastics, metals and multi-material packaging - 50.00 Mg, paper and cardboard - 25.00 Mg, glass - 40.00 Mg bio - 75.00 mg);
3) The Contractor is obliged to collect and manage the entire amount of municipal waste transferred by the owner of the residential property, including:
(a) paper and paperboard, paper and paperboard packaging;
b) glass, glass packaging;
c) plastics, metals, metal packaging, multi-material packaging,
e) green and biodegradable waste;
f) furniture and bulky waste;
g) used tires;
h) waste electrical and electronic equipment;
i) hazardous waste (e.g. medicines, batteries, fluorescent lamps, etc.).
The subject of the order is
1) collection and management of municipal waste from residential real estate, i.e. from single-family, farm and multi-family buildings, on the principles set out in the Act of 16.4.2019 on waste (Journal of Laws of 2019, item 701) and the Act of 13.9.1996 on maintaining cleanliness and order in communes (Journal of Laws of 2018, item 1454);
2) conducting educational actions in the field of environmental protection promoting selective waste collection for residents consisting in organizing a meeting with residents or issuing a position promoting proper segregation at an event organized in the Reszel commune, together with placing an article on the course and topic of acacia on the website of the commune office;
3) conducting educational campaigns in the field of environmental protection promoting selective waste collection in educational establishments run by the municipality of Reszel;
4) carrying out the action, we collect large-size - additional large-scale waste collection, directly from real estate inhabited in the city and municipality of Reszel;
5) estimation of the quantity and effective furnishing of the property, with bags for selective waste collection in colors and with a capacity consistent with the Terms of Reference with a thickness ensuring their strength
a) after each receipt of these bags, the Contractor is obliged to leave the owner of the property with bags in quantities and colors corresponding to the bags received;
b) bags for selective waste collection should be marked with information on the type of waste collected, the name, address and telephone number of the Contractor;
c) The Contractor is obliged to provide the property with bags for selective waste collection no later than 3 days before the commencement of the waste collection service;
6) developing a schedule for municipal waste collection;
7) keeping documentation related to the activities covered by the subject of the contract;
8) having in a continuous sale biodegradable bags, intended for the collection of organic waste.
2. Collection of municipal waste should be carried out:
1) systematically and without any break, in a way that does not disturb night rest and road traffic;
2) collection of municipal waste from property owners should take place between 6:00 and 18:00;
3) on dates resulting from the schedule approved by the Employer, referred to in § 4 para. 6 p. 1, 4) regardless of atmospheric conditions;
5) specialized vehicles adapted to collect individual waste fractions, in a manner that precludes mixing of waste.
3. The frequency of municipal waste collection is defined as follows:
1) for mixed municipal waste:
a) for single-family housing - not less frequently than once every 2 weeks, with collection taking place on the same day of the week;
b) for farm buildings - not less frequently than once every two weeks;
c) for multi-family housing - not less frequently than once a week;
2) for waste collected separately: paper and cardboard, glass and glass packaging, plastics, metals, multi-material packaging:
a) for single-family housing - not less frequently than once every two weeks;
b) for farm buildings - not less frequently than once every two weeks, whereas in the winter season, i.e. from January to March, collection is allowed at least once a month;
c) for multi-family housing - not less frequently than once every two weeks;
3) for municipal waste collected separately in containers planted in residential areas from the so-called nests - at least once every two weeks. The list of locations of existing points for selective waste collection is attached as Annex 12 and 12a to the ToR. The Purchaser reserves the right to change the number of these points in relation to their location given in Annex 12 and 12a to the ToR;
4) for municipal waste collected separately - obsolete medicines and chemicals, waste batteries and accumulators, waste electrical and electronic equipment, furniture and other bulky waste.
