The object of the order is to perform investor supervision of construction works on the task of “Reconstruction of the trunk with traction in St.: Nabrzeze Wieleckie, Nowa, Dworcowa, Columbus, Chmielewski, Smolańska, al. Powstańce Wlkp. with expansion of Pomorzany loops in Szczecin” entrusted to the contractor construction works (“Builduj” investment), by three entities, i.e. Municipality Miasto Szczecin (hereinafter GMS), Zakład Wodostry and Sewerage Sp. z o.o. in Szczecin (hereinafter ZWIK) and Szczecin Energetyka Cieplna Sp. z o.o. in Szczecin (hereinafter SEC), locally related, temporally, functionally, functional, not and organizationally.

The “Investor Supervision of the redevelopment of the trackyard with traction in ul.: Nabrzeze Wieleckie, Nowa, Dworcowa, Columbus, Chmielewski, Smolańska, al. Powstańce Wlkp. with expansion of the Pomorzany loop in Szczecin” entrusted to the contractor of construction works any (investment of the type “build ”), by three entities i.e. Municipality Szczecin (hereinafter GMS), Zakład Wodostry and Sewerage Sp. z o.o. in Szczecin (hereinafter ZWIK) and Szczecin Energetyka Cieplna Sp. z o.o. in Szczecin (hereinafter SEC), connected locally, temporarily, functionally and organizationally. The subject of the contract shall include the provision by the contractor (NI) to the contracting operator of multi-industry investor supervision within the meaning of Articles 25 and 26 of the Act of 7 July 1994. Construction law over the above investment task. The scope of the order includes the fulfillment of investor supervision of construction works for investment tasks: GMS “Reconstruction of the trunk with the traction network in the area of the Wielkopolskie Powstańce, Smolańska Street, Chmielewskiego, Columbus, Nowa, Dworcowa, and Wieleckie Embankment along with Expansion of Pomorzany Loop in Szczecin”, carried out in the framework of the project “Reconstruction of tram tracks in Szczecin — Stage II”; Task ZWIK “Translating the existing 2-ch water supply bus with diameter dn 600 with disassembly of pipelines and footbridge in Budziszyńska Street in Szczecin”; The SEC's task “Repair of the existing section of the heating network high parameters with replacement for a pre-insulated network with a diameter of 2x Dn 250 mm on the viaduct at Budziszyńska Street in Szczecin”. The Contractor shall be separately responsible to each of the contracting entities for the performance of the contract subject to the extent entrusted by each of them. The tender documentation (announcement, SIWZ with annexes, amendments to SIWZ) together with the technical documentation of the procurement procedure are available on the electronic platform of the SmartPZP e-Services Portal at https://portal.smartpzp.pl/ts.szczecin.pl and under the above name of the procedure : “Reconstruction of trackground with traction in St.: Nabrzeze Wieleckie, Nowa, Dworcowa, Columbus, Chmielewskiego, Smolańska, al. Powstańce Wlkp. with expansion of the Pomorzany loop in Szczecin”. It is required to act as investor supervision inspectors for the above procurement in the following specialties: 1) road without restriction — leading industry (e.g. substructures, roads and tram tracks), 2) installation in the field of networks, installations and electrical equipment and power supply without restrictions (including: catenary, power supply of traction equipment, lubricators and crossover drives, installations in buildings, street lighting installations, collisions), 3) construction-construction without restriction (e.g.: foundation of traction poles, retaining walls), 4) installation in the area of networks, installations and equipment of heat, ventilation, gas, water supply and sewerage without restriction (e.g.: dehydration of tracks and roads, installations in buildings, collisions), 5) installation in the field of networks, installations and telecommunications equipment without restriction (for: installations and collisions), 6) Unbound bridge, 7) Superintendents Team Manager, 8) Green Inspector, 9) Settlement Superintendent. Details are contained in the proposed provisions of the contract — part 2 of the SWZ.

BASIC FEATURES OF THE PROCEDURE

1. The proceedings shall be carried out by unlimited tender under Article 129 (1) and Article 132 of the Law of 11 September 2019 - Public Procurement Law (text: Journal of Laws of 2021, item 1129), hereinafter referred to as Pzp.

2. The Contracting Authority, under Article 139 (1) Pzp, shall first examine and evaluate the tenders and then make the qualification of the contractor whose offer has been highest assessed in the absence of grounds for exclusion and fulfilment of the conditions for participation in the proceedings.

3. Under Article 139 (2) Pzp, the contractor shall not be obliged to submit, together with the offer, the declaration referred to in Article 125 (1) Pzp (ONE).
