The object of this acquisition is software licenses and a license for the Low Code development platform for the product, as well as the acquisition of a development platform as a service. The development platform is used to develop new applications quickly and with minimal coding to meet the needs of Certia's and Certia's customers. The licences are contracted for a period of three years, after which the contract can be extended in accordance with the terms of the contract.

The solutions that can be developed for the development platform can be simple electronic forms and workflows but also more complex critical business applications that require logic and rules and have tens of thousands of end users.

The use cases and applications implemented on top of the system determine in which operating environment they can be run, in which case the acquired system must offer the possibility of cloud, on-premise and hybrid options.

The estimated number of developers, administrators and end-users of the applications produced by the system is described in the price annex (Appendix 1). The quantities are an estimate of the number of users and are used in the price comparison. Certia does not commit to the estimated number of users.

The number of end users of the software cannot be precisely known in advance (external users/hiring of new personnel. The subscription of licenses must be flexible, and the number of licenses must adapt to the use so that the licenses are sufficient for use and are billed according to the actual number of users annually. There can't be named licenses for external users.

The licenses acquired by the agreement must be used by Certia's and Certia's customers without limitation. The agreement must also be extendable to Certia's potential new customers for the duration of the customer relationship. The licenses to be acquired are rental licenses with maintenance services and they are acquired on a fixed-term basis for one year at a time. During the contract period, the number of licenses can both increase and decrease, the amounts are checked annually. Certia does not commit to purchasing the amount of licenses used to evaluate the procurement during the contract period.

More detailed minimum requirements for the supplier, software and software security are attached to this request for quotation (Appendix 2). For each claim, the tender shall indicate whether that requirement is covered by the supplier and the solution offered. The solution offered must include all the requirements set for the software and its security. If the supplier or the solution offered does not cover a requirement, it must be clearly stated in the offer. In this case, the offer will be rejected. A tender shall not comply with the invitation to tender if it does not mention the requirements set out in the Annex and their implementation.
