This tender concerns comprehensive consultancy and technical client consultancy in connection with the new construction of a special school (school offer for children with special needs) in connection with a sports facility targeted at citizens both with and without mental and physical impairments. The project is called "Special school and sports facility in Ørestad South" (abbreviated "SØS").

The building must be certified to DGNB Gold, and it must be part of the planning to investigate the possibilities of complying with the voluntary low-emission class.

This is a newly established capacity. Rehousing or early start-up is not part of the project.

The turnkey consultancy assignment includes services up to and including project proposals, after which the project is offered as a turnkey contract. After this, the turnkey consultant will become a technical client consultant. Reference is also made to the mission statement, Appendix E.

Under the heading Learning in motion - a common place for movement, nature and social communities, the Children and Youth Administration and the Culture and Leisure Administration have jointly formulated a common vision basis for the project (Appendix E2):

The building will become a common municipal gathering place with a special focus on the municipality's citizens with physical or mental disabilities. The location next to Kalvebod Fælled provides a unique opportunity for visual and physical contact with nature and the free landscape, which the building will exploit and support.

The building must be visible and easily accessible to students and staff at the school and to Copenhagen club sports, locally and citywide. In its design, the building must support inclusion and equal access for all, with and without disabilities, physically as well as mentally, based on the principles of universal design.

Inside, the building will provide a framework for a safe and inspiring everyday life for the special school's developmentally disabled students during the day and association life in the afternoon and evening hours with a consistent focus on supporting movement, learning and well-being. Practical and functional solutions must be combined with sensory and stimulating measures.

The building will support movement and an active everyday life based on the students' need for a fixed, sheltered environment, both in close environments and in larger sports facilities, and based on the objective that the sports facility's special focus as a "social practice field" contributes to activating more people in association sports by providing opportunities for targeted activities and sports offers.

The overall purpose of the consultancy assignment is to provide a project that supports the fulfillment of this vision.
