cleaning services for the premises of the Palais des Festivals et des Congrès in Cannes and its outbuildings, and clearing of exhibition areas during the assembly and dismantling of trade shows. The consultation will give rise, pursuant to Articles R. 2162-1, R. 2162-2 - paragraph 2, R. 2162-4-2°, R. 2162-13 and R. 2162-14 of the Code of Public Order, to the conclusion of a composite single-award framework agreement, that is to say corresponding in part to an ordinary contract with a lump sum total price (Part A), and in part to a framework agreement with unit price purchase orders (Part B) .The Framework Agreement is concluded without a minimum, but with a maximum annual amount of 2 500 000 euros (net of tax). this consultation concerns the following services: Cleaning of the premises of the Palais des Festivals et des Congrès de Cannes and its dependencies, and clearing of exhibition areas during the assembly and dismantling of events and trade shows. The Palais des Festivals et des Congrès de Cannes, the management of which has been granted to the Société d'Économie Mixed for Cannes Events, hosts numerous trade shows, congresses and seminars every year. Its surface, all types of surfaces combined, is approximately 81,000 m2, i.e. 56,000 m2 (spread over 9 levels) for the Palace, and 25,000 m2 (spread over 3 levels) for its extension, called “Riviera” space. SEMEC is also called upon to intervene from time to time in other adjoining areas such as the Pantiero (about 5,000 m2), the maritime terminal (about 800 m2), etc. The services are divided into two parts: 1) Part A which concerns periodic work. This work consists of cleaning certain regularly used premises and areas (staff offices, changing rooms, sanitary facilities, circulation areas, elevators, forecourt areas, etc., approximately 13,000 m2 in total), according to a periodicity defined in the specifications (from 1 to 7 weekly cleanings), and this at the latest before 8 am. Part B, which concerns the following services: 2.1) On-demand work consisting in cleaning all other premises, as required, and within deadlines specific to each intervention; This includes the cleaning of exhibition stands on the days of events and fairs (approximately 1,032,000 square meters of stand space per year, base 2019) .note that, for the most important events, an area of 35,000 to 45,000 m2 is to be cleaned daily for an average duration of 4 days.these cleaning services also include: - cleaning of the glazing: approximately 112,000 m2 per year, part of which (approximately 11,400 m2 per year) requires the provider to rent a self-propelled gondola; - the supply of the products, accessories and materials necessary for the services, which is the subject of this consultation; - the supply of hand towels, toilet paper, liquid soap and air freshener bombs, as well as all the corresponding dispensers and other equipment (i.e., by way of indication, 126 hand towel dispensers, 240 toilet paper dispensers, 160 soap dispensers, 62 automatic hand dryers, 97 air freshener diffusers, 44 hand sanitizer dispensers, and 133 feminine hygiene receptacles). from the Palais des Festivals. These services consist in clearing the areas of any waste resulting from assembly and disassembly activities (packaging, polyanes, papers, carpets, wall fabrics, cardboard, pallets, wood, adhesives, etc.) as operations progress. In 2019, approximately 935,028 m2 were cleared, and the volume of waste represented approximately 1,800 tons. It should be noted that SEMEC provides the service provider with 660-liter bins for waste collection and, for certain large events, garbage dumpsters according to delivery times. The Palais des Festivals et des Congrès, anxious to offer its customers quality services and to be an eco-responsible palace, is distinguished by various certifications: ISO 9001 (quality), ISO 18788 (Management of Private Security Operations) and GBAC Star Facility.
