General planning services Leibniz Innovation Court

The Leibniz Institute for Agricultural Engineering and Bioeconomy e.V. (ATB), as the client, is planning construction measures for a "Leibniz Innovation Farm for Sustainable Bioeconomy" (InnoHof) directly adjacent to the Lehr- und Versuchsanstalt für Tierzucht und Tierhaltung e.V. (LVAT) in 14550 Groß Kreutz, Neue Chaussee 6.

The construction site has a total area of 18,000 m² including compensation areas (approx. 6,500 m²) and is currently used as pasture.

The ATB operates state-of-the-art infrastructures, including special laboratories and pilot plants as well as the InnoHof, which is currently under construction. In this real-world laboratory, a sustainable, circular bioeconomy is to be designed and combined with excellent interdisciplinary research and direct transfer.

In order to implement the above-mentioned research objectives, the following new construction measures are planned on the adjacent area (in accordance with the approved space requirement plan for NUF) within the framework of the measure advertised here in extension of the existing LVAT site:

1. Research hall with laboratories approx. 965 m² NUF

2. Machine hall with approx. 720 m² NUF

3. and an office and seminar building with approx. 460 m² NUF

In total, approx. 2,145 m² NUF building space for the planned structural measures.

In addition, in addition to driveways, the outdoor facilities also include a paved open space for the later arrangement of a research biogas plant as well as drying areas for biomaterial, garbage dumps, etc. to plan and build.

The funds for the construction project will be provided via an earmarked ZifoG grant from the state of Brandenburg, so that completion of all structural measures is required in August 2026 with a financial project completion by the end of October 2026 at the latest.

An initial design proposal for a possible arrangement of the buildings has been submitted, based on the results of a feasibility study from 2022. The buildings required are standard industrial buildings (machine hall, research hall with laboratories) in the form of elongated, single-storey halls with wide-span gable roofs. Proposals from the GP are welcome for space- and resource-saving as well as flexible implementation of the arrangement of the office building (possibly as a wing) with the functional areas office/seminar area. Sustainable construction is to be pursued.

A total of 10.5 million euros is available for KGR 200-500 for the measure, and the cost and time frame must be adhered to.

The current schedule is to start the actual construction work in spring 2025 and complete it in August 2026, including structural acceptance.

The budget document for construction must be submitted to the competent granting authority by the end of April 2024 at the latest.

The necessary and appropriate general planning services are required for the implementation of the "Leibniz Innovation Court" project described above.

Accordingly, the subject of this tender are the service phases (LP) 1 to 9, HOAI 2021, as a general planning service in accordance with the required service profiles of the HOAI 2021:

- Object planning of buildings and interiors, HOAI § 33 ff., LPH 1-9

- Objektplanung Freianlagen, HOAI § 38 ff., LPH 1-9

- Structural planning, HOAI § 49 ff., LPH 1-6, possibly 7-9

- Technical equipment planning, HOAI § 53 ff., LPH 1-9 (without laboratory equipment planning)

- Specialist planning of building physics, HOAI Annex 1 to § 3 paragraph 1 number 1.2, LPH 1-7

As well as additional specialist planning services as follows:

- Planning/consulting services for fire protection according to AHO publication series issue no. 17 (Dec 2022), LPH 1-9

From the client's point of view, proportionate results of LP 1 are already available, including a feasibility study from 2022. This will be made available in a revised form as a working basis in the course of the offer phase. After reviewing all documents in the bidding process, the bidder must carry out an independent assessment of the remaining scope of services of LP 1 that is still required from his point of view.
