Implementation of a communication network service for electromechanical stations and measuring points with the various associated monitoring systems.

Implementation of a private computer network service for communication between the electromechanical stations and the Valerie supervision system

The “Valerie” system (Val-de-Marne operation and computerized effluent regulation) is the centralized computer supervision system of the Directorate of Environmental and Sanitation Services (DSEA) of the Val-de-Marne Department. This system allows remote monitoring and remote control, in real time, the electromechanical equipment of sewerage stations spread throughout the territory of the department.

The purpose of this framework agreement is to supply:

— a virtual private network (“VPN”) service called “vitae” and “neighbor”, respectively used for the acquisition of data from electromechanical sanitation stations connected to the Valerie central remote management system and for the communication of central sites between them;

— access for the connections of sewerage stations and central sites to the virtual private network “vitae”;

— fibre optic access for connections from central sites to the “neighbouring” virtual private network;

— Fibre optic Internet access for two central sites dedicated to remote maintenance (TMA);

— SIM cards allowing access to the Internet via the mobile network, sending SMS and communication within VPNs;

— an operational tracking, incident tracking and request tracking service;

— a multiannual scoreboard of indicators in order to assess the quality of service. The services to be foreseen include the switching of networks (currently in adsl, SDSL, fiber optic and wireless routers) from the previous framework agreement to the own system of the new framework agreement.

Provision of a telecommunications network service for the collection of data from the wastewater system measurement points

The “Valerie” system (Val-de-Marne operation and computerized effluent regulation) is the centralized computer supervision system of the Directorate of Environmental and Sanitation Services (DSEA) of the Val-de-Marne Department. This system allows remote monitoring and remote control, in real time, the electromechanical equipment of sewerage stations spread throughout the territory of the department. It also allows real-time visualization of the data of the measuring points of the fleet dedicated to self-monitoring in order to improve knowledge and facilitate decision-making in terms of flow management.

The purpose of this framework agreement is to supply:

— a service for a virtual private network (called “VPN” — virtual Private Network) called “autosurv” used for the acquisition of data from present or future measurement points connected to the Bonneuil 2 central system;

— access for connections from present or future points and the central site to the virtual private network “autosurv”;

— an operational tracking, incident tracking and request tracking service. The services to be provided include, on the one hand, the switching of networks (currently in ADSL) from the previous framework agreement to the own system of the new framework agreement, and on the other hand, the transfer of sites whose data are not currently repatriated in real time into an XDSL system or wireless network.
