We are recruiting application development experts to maintain and develop Trafi's electronic services.
The purpose of the acquisition is the acquisition of application developers for Trafi's system development tasks, which include design, implementation and maintenance of a suite of digital services applications. The contracting entity will select three (3) service providers for the framework agreement to be established, with which the contracting entity will enter into a customer-specific agreement to provide the resources required for the service. The Procurement Unit estimates that the number of experts to be recruited through the Framework Agreement during the contract period is 14-20 persons in total (approximately 14,000 hpp). This is a non-binding estimate and does not include a repurchase obligation. The target architecture for Trafi digital services is described in Annex 1 to the invitation to tender.
Expertise can be outsourced to vendors for application development and maintenance tasks, including the following areas of expertise that all vendors must be able to provide experts with:
1) Application platform redesign, including Trafi electronic services application platform architecture and technology redesign, Proof-of-Concept implementations from new service development to new platform, and migration of existing service. Tasks also include transferring existing applications from the old platform to the new one.
2) Implementation and maintenance of new services, which includes the implementation of new electronic services on a continuous service basis and maintenance during production, including eg. production installation and repair of production problems.
Experts for the assignments are selected according to the needs of the client, the required skills and experience and the availability of experts. The client will make the final selection of assignments based on interviews assessing the professional, communication, collaboration and language skills of the nominated experts.
In his tender, the tenderer shall appoint the experts (Annex 2.1) who the tenderer undertakes to supply at the beginning of the contract period.
The contracting entity shall assign the internal contracts to the three (3) selected suppliers in accordance with the ranking of the tenders (Articles 42 to 43 of the Procurement Act):
i. The supplier with the highest score is allocated approximately 50% of the total workforce of the procurement.
ii. The supplier with the second highest score is allocated approximately 30% of the total workforce of the procurement.
iii. The supplier with the third highest score is allocated about 20% of the total workforce of the procurement. The offer is subject to acceptance and acceptance of the terms and conditions of the customer specific contract.
If only two (2) suppliers are selected, then the shares will be distributed as follows: the highest scoring supplier will be allocated approximately 60% and the second highest scoring approximately 40% of the total procurement workforce.
The assignment is primarily directed to the supplier whose share is most below the supplier-specific target share. If the supplier is unable to provide the expert in accordance with the terms of the framework agreement and contract, the customer may assign the assignment to another supplier selected for the framework agreement.
The subscriber shall endeavor to maintain the suppliers' shares for the duration of the contract in accordance with the quantities indicated in the invitation to tender. If the supplier is not able to provide the experts who meet the minimum requirements and who are accepted by the client on the basis of the interviews, the client is not obliged to keep the shares specified in the invitation to tender. The subscriber monitors the realization of the shares throughout the contract period. The implementation of the agreement will be monitored in cooperation with the suppliers at approximately three (3) annual meetings with the supplier.
The implementation of the services takes place mainly on the premises of the subscriber in the Helsinki metropolitan area, under the control of the subscriber and with tools. All experts should be able to work in Finnish and English.
