The municipality of Losheim am See is planning the demolition and construction of a replacement building for the community centre in the municipality of Losheim am See in the district of Rimlingen.
The community centre with the associated open spaces is to develop into a multifunctional place for the village community of Rimlingen and Bachem. In the future, four instead of two pillars will fill the community centre with life: sports activities, cultural events, private celebrations and meeting places. In addition, a meeting place for the youth of Rimlingen and Bachem could be created. For this purpose, the demolition of the existing and new construction of a - up to two-storey, barrier-free and multifunctional - cultural and community centre with special façade design is planned.
In the newly built community centre, rooms with appropriate equipment for (sports) clubs with smaller space requirements (the hall in Bachem offers larger space requirements), cultural events (including a sound system, beamer, multimedia), private celebrations (e.g. birthdays, weddings, anniversaries) for up to approx. 100 people (including kitchen, cold room) as well as for young people are to be provided.
It is expected that there will be daily occupancy both in the Bürgerhaus in Rimlingen and in the Bachemer Halle due to the sports operation. Experience has shown that the community centre will be used for private celebrations at least twice a month; It should be mentioned that all residents living within the municipal area should have the possibility to rent.
Among other things, a club room or a multifunctional room with the possibility of serving as a meeting place is to be integrated into the community centre; this should be equipped with a counter or, at best, with a second kitchen, so that it can be used independently of cultural events and private celebrations. Management for serving (e.g. only on weekends) could ideally be carried out by an association - alternatively, there would be the possibility of leasing or hiring marginally employed persons by the municipality. At the same time, the room can be used for other purposes during the week (e.g. mobile hairdresser, various advisory services, cooking and baking campaigns, for example in cooperation with the primary school and day-care centre in Bachem).
The rooms/uses planned in detail on the ground floor and attic floor can be found in the attached floor plans (including citizens' hall, kitchen and cold room, multifunctional room with bar, changing rooms and sanitary facilities, storage rooms). This applies accordingly to the design of the immediately adjacent outdoor area.
In view of the fact that the area with the community centre and the fire brigade is largely within a flood plain (QG100, HQextrem), special attention must be paid to a flood-adapted implementation of structural, design and technical measures in order to reduce potential flood damage both in the new construction of the cultural and community centre and in the design of the surrounding open spaces. Water law restrictions must be observed.
With regard to the timetable, it can be assumed that planning work will start immediately after the award of the contract. The entire implementation of the measures must be completed by the end of 2024.
The services of the structural design according to § 51 HOAI are required for the replacement of the community center in the municipality of Losheim am See in the district of Rimlingen, including GEG certificate. This order comprises the basic services of the aforementioned planning services of the following service phases:
- Lph 1: Grundlagenermittlung,
- Lph 2: preliminary planning,
- Lph 3: design planning,
- Lph 4: Genehmigungsplanung.
The following services are optionally awarded:
- Lph 5: execution planning,
- Lph 6: preparation of the award,
There is an optional step-by-step commissioning from performance phase 5. The contractor has no legal claim to the commissioning of further service phases or a complete commission.
For the aforementioned measure, information and documents (including ground floor and attic floor plans, 2D and 3D perspectives, section A-A) are available, which are made available to the bidders on subreport. No further documents are available.
Other services to be awarded are not part of this tender and will be awarded separately. At the same time as this tender, 3 further services are being tendered across Europe:
1. Object planning/open facility planning according to §§ 33-37 HOAI and §§ 38-40 HOAI,
2. Planning services of the technical equipment according to § 53-56 HOAI of plant groups 1-3 (HVAC),
3. Planning services of the technical equipment according to § 53-56 HOAI of the plant groups 4-6 (ELT).
Tenderers may submit a tender for several of these services. The submission of several tenders in the context of the present invitation to tender for the contract to be awarded "structural engineering services" is not permitted and may lead to the exclusion of all the tenders concerned if the tenderer, the consortium or the competing member undertakings concerned are unable to prove that the tenders in question were drawn up completely independently of each other.
The costs of the entire measure are estimated at EUR 1,895,153 net (KG 200-700 according to DIN 276, incl. planning/ancillary construction costs) (see also II.1.5). The costs of KG 300 and 400 are divided as follows (estimated, rounded):
KG 300: EUR 1,014,978 net,
KG 400: EUR 230,763 net.
