Accompanying persons for kindergarten trips integrated in public transport

The Higher Administrative Court of Rhineland-Palatinate in Koblenz has established in its judgment of 27.11.2001, file number: 7 A 10051/01, that the task carriers are also obliged to supervise the children when carrying out these transport services.
In its meeting on 14.12.2015, the district council of the district of Südwestpfalz decided that this obligation of supervision should be complied with in the future by providing accompanying persons on the affected scheduled trips. Otherwise, the kindergarten children will continue to be transported by regular public transport.
The accompanying persons are to be used on the regular buses operated by regular transport operators Queichtal Nahverkehrsgesellschaft mbH (QNV) and Südwest Mobil GmbH (SWM) on the journeys currently in use to the day care centers and back to ensure supervision obligations. An additional accompanying person is provided for the transfer and collection of children from the day care center in Lug between the public transport stop and the facility (footpath).
