Description:

Lot 1 - supported lodgings for care leavers.

I) The aim of this service it to provide those ready to leave care settings with a safe and supported environment and the opportunity to develop necessary skills for living a successful and independent life;

II) These supported lodgings will provide care leavers with a room in a home environment, and the support and guidance of an adult or adults living there. Support and guidance can cover a huge range of areas, from helping young people develop life skills, through to simply allowing them to experience the ups and downs of living in a family group. All support and guidance should have the focus on enabling the young person to gain the skills necessary to live independently;

III) Supported Lodgings shall be delivered by ‘Host’ families who are willing and able to:

— Provide a room in their own home and support a young person aged 16-18,

— Support the young person to settle in and maintain their placement in line with the children (Leaving Care) Act 2000,

— Work with relevant agencies to support the young person to develop independent living skills,

— Participate in developing and reviewing the Young Persons placement and their pathway plans and support plans with the young person and other relevant agencies,

— Provide practical assistance in supporting the young person in line with their support plan,

— Attend training and development sessions,

— Attend regular supervision meetings with the supported lodgings provider,

— Inform the supported lodgings provider immediately of any changes in the young persons circumstances and when the young person has breached the house rules,

— Ensure that their accommodation is properly equipped with furnishings and fittings as appropriate and maintained in good physical condition, meeting health & safety standards and have evidence of full house and contents insurance.

Lot 2 - young people at risk accommodation (stage 1 - high).

— Accommodation based service for young people at risk including one unit ring fenced for young offenders,

— Direct access accommodation for young people at risk,

— Training flat,

— 24 hours a day, seven days a week.

This service forms part of a three-stage service model. Therefore, this service should work in partnership with services at stage 2 and stage 3 in order to ensure service users are able to safely and effectively move through the services as their independence increases or needs change.

Lot 3 - young people at risk accommodation (stage 2 - medium).

— Accommodation based service for young people at risk,

— Hours to be delivered flexibly over seven days a week,

— The service will deliver support that has an education, employment and training focus.

Lot 4 - young people at risk accommodation (stage 3 - low).

— Accommodation based service for young people at risk,

— Monday to Friday at times to meet the needs of the client group.

Lot 5 – floating support service for young people at risk.

— Across the city of Wolverhampton,

— Monday to Friday at times to meet the needs of the client group,

— Providers must be able to meet specialist needs including those of care leavers, substance misusers and young offenders,

— This service shall work in partnership with the other housing related support services for young people in the City of Wolverhampton to ensure that young people are able to safely and effectively access and move between services as their support needs change.
