The awarding authority would like to establish framework agreements with companies that provide consultancy and engineering design services related to roads, water and sewage (hereafter RWS). One of the aims of establishing framework agreements for this type of service is to ensure efficiency in the procurement processes. Furthermore the aim is that the framework agreements shall ensure stability and predictability. The framework agreements shall cover most of the awarding authority's continual need for engineering design services and other engineering services within the relevant professions.

Parallel framework agreements will be signed with 3-5 service providers (probably 3), provided that there are a sufficient number of suitable tenders from qualified tenderers.

Flora municipality invests approx. 30 000 000 NOK per annum in new installations for water and sewage.

There is minimal investment in pure road installations. The engineering design services for road will mainly be in connection with water and sewage installations in municipal roads and access roads to pump stations, treatment plants etc.
