General description:

The building of the Staatsbibliothek, Haus Potsdamer Straße, completed in 1978, is considered a milestone in the history of the building. In 2005, the building, including its furniture, was listed as a historical monument. The building, designed by Hans Scharoun with the participation of Edgar Wisniewski, is an essential part of the Kulturforum, which was conceived in the 60s as a place where art and science meet.

The public components of the library building, in particular the reading rooms with their 910 seats, the event rooms with around 730 seats and the spacious foyer, are designed as places of communication and community. The spaciousness of the entrance area and the open design of the unique reading room landscape stand for unrestricted access to education and knowledge and are thus an expression of an open and pluralistic society.

The house has approx. 110,000m² GFA (229 m long, 152 m wide and 42 m high). The building houses about 650 employees of the two users Staatsbibliothek zu Berlin (SBB) and Ibero-American Institute (IAI). SBB's stacking capacity is approximately 5.7 million volumes and that of the IAI is approximately 1.1 million volumes.

Since its construction, technical requirements, user behavior and library workflows have changed fundamentally. The fact that the building is nevertheless heavily used and continues to be in demand as a place of work is particularly characteristic of its architectural quality. These must be preserved and made usable for the future, in the spirit of sustainability, economic efficiency and monument protection. There are polluted components in the building that could not be removed/renovated as part of previous construction measures. These must be eliminated as a matter of urgency.

In 2018, the BBR was awarded the planning contract for the complete renovation of the Potsdamer Straße building by the AG Bau of the Prussian Cultural Heritage Foundation. This was followed by an international planning competition, from which the architectural firm Gerkan, Marg und Partner Architekten (gmp) emerged as the first prize winner. Planning began in the 2nd quarter of 2020, and the completely renovated house is to be handed back to the user around 2039. At the beginning, the investigation of possible construction sequence variants and temporary accommodation was carried out. The result of the construction process variant investigation is to carry out the renovation of the existing building in two construction phases. During the construction period, 5 interim locations are to be used to accommodate, in particular, the book holdings and approx. 650 employees. Two large interim new buildings will be erected in the immediate vicinity of the Scharoun building. The estimated project costs for KG 200-600 are approx. € 530 million gross without initial setup and interim (2022 prices). The design plan is submitted in 2 parts (1st and 2nd part EW building) for budgetary approval.

Performance profile

Contract planning services for buildings and interiors, service phases 6-9 for the existing building, including relocations for the purpose of clearing the building within the existing building as well as to various interim locations and back, are to be commissioned. The basic services and special services to be provided are specified in the appendix to § 6. The assignment is to take place in stages. Initially, it is planned to commission performance level 3 (LP 6-7) for the measures contained in the 1st part of the EW construction (relocations and pollutant remediation of the book tower). Further services are to be called up after approval of the 2nd partial EW construction and in each case with the entry into the next service phases. However, there is no legal entitlement to the transfer of all benefits.

Start / end of service provision:

Approx. 4th quarter 2023 to approx. 3rd quarter 2037 (with completion of property management after expiry of the limitation periods approx. 2043)

NOTE: Orders will only be placed after the budgetary approval of the 1st partial PE construction (approx. Q4/2023)
