Implementation of environmental measures relating to clean-up of historic pollution in the Raufoss area after the activities of Raufoss ASA were carried out by a separate project directed by Raufoss Næringspark ANS, based on orders given to Raufoss Næringspark ANS by the Norwegian Environment Agency.
The environmental consultant (environmental adviser) will assist the department with the assessment of budget applications and reimbursement requirements to ensure that state cost reimbursements only go to cover planned measures for clean-up or monitoring of historic pollution in accordance with the terms of the national environmental guarantee, including that costs are authorised in a legally binding order and that the measures are pre-approved by the Ministry of Trade, Industry and Fisheries c/o the environmental adviser. An important assignment for the environmental adviser is to help in the planning and implementation of environmental measures in the most cost-effective way possible, so that the use of state funds is kept to a minimum.
The state's responsibility to guarantee the clean-up of historic pollution in the Raufoss area is regulated through processing of Prop. 40 and Recommendation no. 147 to the Storting (2003-2004), and is followed up by the Ministry of Trade, Industry and Fisheries. To achieve this, the environmental consultant shall keep ongoing communication with the clean-up project and other companies in the industrial park that have received orders from the Norwegian Environment Agency and the Ministry of Trade, Industry and Fisheries. As a part of this, the environmental adviser will continuously assess and recommend possible measures, if needed, to streamline follow-up and assist in reducing costs associated with the guarantee scheme. Among other things, this also includes assessing the actual organisation of the project and assessing whether the guidelines / instructions safeguard the interests of the project.
The assignment also includes assisting the department with follow-up of other activities in Raufoss that have received guarantee letters from the department in relation to Prop. 40 (2003-2004).
