The objective of this assignment is to provide independent monitoring of the results of the Mozambican Government's national water, sanitation and hygiene programme (PRONASAR), with a focus on central level and decentralised levels in Zambezia and Nampula provinces. Monitoring will focus on verifying performance against key performance indicators for decentralised service delivery as agreed between DFID, the National Directorate of Water Affairs (DNA) and the Capacity Building Agent (CBA). The IMP will: — Support DNA and the CBA to establish a comprehensive monitoring framework for the programme, reflecting service delivery as well as capacity building performance — Support DNA and the CBA to establish and monitor a discreet set of Value for Money measures for the programme — Regularly review and monitor implementation of programme-supported plans, budgets and funding requests — Verify results, including outcomes and sustainability through twice yearly field checks in selected districts in Nampula and Zambezia provinces — Provide regular reporting on results against key performance indicators linked to DFID's financial aid and capacity building support.
