Summary of requirements: The Networks Team is part of the Information Systems and Services group based at Corsham, Wiltshire and are responsible for a small microwave radio bearer system in Sout West Scotland. The Networks Team invites expressions of interest from Industry for the maintenance and in-service support including 1st and 2nd line repair, System Design Authority Post Design Services of the network based at 9 sites. This bearer network also supports connectivity for the MOD's IMM (international maritime mobile) VHF radio service in the localitiy. The maintenance and support of the IMM forms an integral part of the requirement. A repair service of defective items is required. Liasion with other MOD departments and service agencies will be expected. It is to include a call-out service for the fault investigation and rectification in working hours as a minimum with the availablity of out-of-hours cover to support military operations. A high level of system availablity is required. Management of obsolescence will be required and it is highly likely that the significant technical refresh of the bearer network will be will be nrecessary. This will include the integration of existing dependant equipment and circuits (the support of which is the responsibilitiy of other suppliers) onto the new bearer network. In support of this requirement, progress/annual safety case meetings including additional ad-hoc meetings in support of the client will be required and will include the production of regular reports. A quantity of spares will be held by the contractor at their premises for which they are accountable, codification of same may also be required. Personnel will need to be cleared to the appropriate security leve to enable unescorted access to secure/sensitive areas. The supplier must be capable of storing classifed documents in accordance with MOD's relevant joint service publications (JSP's). A robust, proven track record in the support of military communications systems, the management of sub-contractors and in Health and Safety is also a necessitiy. Suppliers wishing to express an interest in this requirement must confirm that they are willing or able to trade electronically using the purchase to payment (P2P) business process. A pre qualification questionnaire may be sent to companies who have an interest in this possible future purchase (PFP). In the event of this happening objective criteria for choosing the limited numbers of candidates will be used in the form of commercial and technical responses to the PQQ. The criteria for down selection will be issued with the PQQ along with the date that the PQQ will need to be returned. It is envisaged that the number of companies who will be invited to tender will be a maximum of six (6). The requirement is for five years.
