The subject of the contract is design services in the form of industrial research and development works for the purposes of developing, implementing and producing an innovative hardware and software component (integrated circuit and firmware) in the IDSoC project implemented in the first competition under the CyberSecIdent program (aimed at raising RP cyberspace security).
A detailed description of the subject of the contract and other requirements
By the Employer are included in these ToR (including in Annex 2 to the ToR - Description of the subject of the contract, and Annex 8 - Model contract).
1. The subject of the contract are design services in the form of industrial research and development works for the purposes of developing, implementing and producing an innovative hardware and software component (integrated circuit and embedded software) in the IDSoC project implemented in the first competition under the CyberSecIdent program (targeted at to increase the security of the cyberspace of the Republic of Poland).
2. The Contractor will be required to actively participate and consult in the process of developing requirements and determining the scope of work related to the hardware implementation of the functions of the IDSoC integrated circuit, its component blocks and the entire cryptosystem.
3. A detailed description of the subject of the contract and other requirements set by the Employer are contained in this ToR (including in Annex 2 to the ToR - Description of the object of the contract, and Annex 8 - Model contract).
The description of the subject of the project, the project schedule and the scope of implementation of individual tasks is strictly based on the CyberSecIdent / 369203 / I / NCBR / 2017 project co-financing agreement with Annex No. 1 and Annex No. 2.
4. At the request of a potential Contractor, during the bid submission stage, the Application for IDSoC project No. 369203 of 4.5.2017 submitted under the CyberSecIdent - Cybersecurity and e-Identity program may be made available for review. The condition for making the application available is the signing by the Contractor of an appropriate agreement on confidentiality of information, constituting Annex 3 to the ToR. Access to the document for inspection will take place at the registered office and under the supervision of the Employer, without the right to copy all or any part of the application.
5. Whenever the subject of a contract is described in this specification with an indication of trademarks, patents or origin, it is assumed that such indications are accompanied by the words 'or equivalent'.
6. In the event that the Ordering Party has used the names referred to in Art. 29 paragraph 3 of the Public Procurement Law, these names should be understood as examples of minimum parameters expected by the Employer.
7. In the event that the Purchaser uses in the description of the subject of the contract the designations of standards, approvals, technical specifications and reference systems referred to in art. 30 paragraph 1-3 of the Public Procurement Law, they should be understood as examples. Employer in accordance with art. 30 paragraph 4 of the PPL Act, allows in each case the use of equivalent solutions described in the Terms of Reference. Whenever a standard is indicated in these ToR or annexes to the ToR, it should be assumed that the wording "or equivalent" is used in reference to it.
