Planning services for the redesign and renovation of the Emslandstadion in the city of Lingen (Ems)
The athletics facility in the Emslandstadion is to be comprehensively renovated and modernized. The preliminary planning/approval planning, the execution planning and the construction management of the project are to be outsourced to an external office. A negotiated procedure without upstream planning competition is sought.
The tartan track, built in 1982, has only been superficially repaired in the meantime. The condition of the plant has deteriorated dramatically in recent years. Parts of the substructure have sagged and cracks have appeared. The drainage channels are very dilapidated and collapsed in many places. As a result, the tartan track is undermined and lowers further. This needs to be renewed. In this context, the running track is to be extended to eight lanes throughout. At the same time, a floodlight system is to be purchased on the main square and on the athletics facility. The current illumination is insufficient for training and competition. Lightning protection work must also be carried out here. The existing facility on the artificial turf pitch has already been converted to LED luminaires.
In addition, a fully automatic irrigation system is to be set up
The premises (cabins, sanitary facilities, etc.) under the grandstand must be renovated. In addition, the grandstand is to be statically renovated. An expansion of the competition offices is to take place
The sound system of the stadium no longer corresponds to the state of the art and can no longer be used for moderation purposes. A sound system and LED boards are to be purchased.
Access to the site is to be regulated by a comprehensive transponder system.
The standing grandstand needs to be renovated.
The entire site is to be re-fenced in the course of the construction project.
In particular, the project will pay attention to the use of renewable energies. Here, the installation of a PV system on the grandstand roof is planned. At the same time, a connection to the district heating network between the swimming pool and the city drainage system is to be made.
The procedure is therefore carried out in the following stages:
At the first stage of the procedure, this competition will be held. Only architects who specialise in sports facility planning can apply. With the request to participate, the tenderer shall provide the information required for the examination of suitability.
If the number of suitable candidates is greater than ten, participation in the negotiated procedure shall be decided by drawing lots.
In the second stage, the negotiated procedure is carried out in accordance with § 17 VgV.
