The BayernCloud School program (BYCs) is a joint project of three ministries that jointly take over the strategic management of the program:

— Bavarian State Ministry for Education and Culture (StMuK),

— Bavarian State Ministry of Finance and for Homeland (stMfH) and

— Bavarian State Ministry for Digital (StmD).

The StMuK and IT-DLZ (IT Service Centre of the Bavarian State Government, a downstream authority of the StMfH) share the operational management of the projects in the program.

The aim of the program is to provide Bavarian schools with content and tools for better digital education.

The content of the projects in the program is the supply of Bavarian schools with:

— online-based communication, collaboration and management tools and

— Access pedagogical applications to design differentiated learning settings as well as external applications.

The contractor is the sole client who is responsible for content in the procurement process and subsequent project operation.

As part of an EU procurement procedure, the benefits are advertised for the following lots:

— Lot 1 program/project management:

Advising the client in the implementation of the program and projects.

— Lot 2 Enterprise Architect and Technical Consulting:

Advising support in building the enterprise architecture.

The contents of the object of the award and lots, including details on the allocation of lots, are described in the procurement documents.

The following roles are allocated bundled in lot 1:

— program management,

— supply chain management (requirements management),

— service management,

— Business analysis/PMO.

The roles that perform complex, structural analysis and control tasks are bundled in this lot.

In Lot 2, the roles that perform tasks in the IT technical design of the overall solution and in technical design are bundled together.
