Description:
BNNVARA, VPRO and NTR - European Public Procurement - E&W Maintenance and Consulting

**Probation and purpose of the tender**

The current Framework Agreement for the maintenance of electrical and mechanical installations, hereinafter E&W maintenance, runs until 31 December 2021, and the need for E&W maintenance will continue to exist even after this period. In addition to the regular execution of maintenance work based on MJOP's and corrective malfunction maintenance, the client needs a party that is able to act as a proactive advisor and to provide requested and unsolicited advice on the various facets of the E& amp; W maintenance, such as durability, quality, cost savings etc.

The client wishes to conclude a Framework Agreement with one (1) Tenderer who has made the most economically advantageous tender. The future Contractor, as well as the products and services to be provided by the Contractor, must comply with the conditions to be set by the Client specified in this document including attachments.

**Attentions**

• The buildings may be connected to the Media Park heat and cold installation during the term of the Framework Agreement. If this happens, this will result in some of the current CV and air conditioning installations being rejected. However, several rooms need to be cooled separately (such as the radio studio) and the maintenance of the installations for this is expected to remain within the Framework Agreement. Media Park heat and cold installation network is expected to be connected to the door. The Client may instruct the connection to the heat and cold installation to the Contractor, but is not obliged to do so. At the time of the tender, it is not yet clear whether and when any connection to the media park's heat and cold installation will continue.

As a public service broadcaster, the Client is largely partly dependent on national political decision-making. If less financial resources are available, whether or not as a result of political decision-making, this may affect the scope of the assignment.

Subscriber agrees to Registration that the above points may result in a reduction in work. If this is the case, in agreement with the Client, the lesser work will be determined and deducted from maintenance costs.

• Client is a creative organization and, as already mentioned, the property has recording studios and assembly rooms. These spaces are actually used to create media broadcasts. During recordings, it is not possible to carry out (noise) nuisance work in the immediate vicinity of these rooms. In the office environment, employees are often engaged in creative processes. There is a fairly high obstacle experience for the Client's employees. The Contractor should take due account of this in its planning and communication and performance of its activities.

• In 2016 and 2017, revision drawings were drawn up for the buildings. You can view the available drawings with an account. You can tell Negometrix4 that you want to receive credentials. Use the message module to do this. The Contractor is required, if any changes to the installations are made, to modify the drawings where necessary so that the Client always has accurate, current drawings.

• The Entrance Building, VPro Building and Bnnvara-NTR Building are connected to Priva's building management system. The Pavilion has its own building management system (Saia). The Contractor is expected to be adequately familiar with the building management systems prior to the Framework Agreement in order to properly execute the assignment. Any costs for this will be borne by the Contractor.

• Upon receipt of a failure notification related to the Entrance Building, VPro Building or BNNVARA-NTR Building, the Contractor must log in to Priva and determine whether the fault can be resolved remotely. If not, the Contractor must be present at the location within the specified response time. Saia cannot be logged in remotely and it is not possible to read the remote notification/failure. Consequently, failures concerning the Pavilion should always be assessed and resolved on the spot.

• This tender is carried out on behalf of three broadcasters, each with its own invoice records. Billing should therefore be done separately for the three parties. See also the billing provisions in the draft Framework Agreement (Appendix 5).

• For the other two points see the Descriptive document in the Annexes
