The Ministry of Culture wishes to commission an assessment of the impact and sustainability of the network-based support services model for new immigrants and the final evaluation of the trainings and materials of the settle in Estonia adaptation programme.

The evaluation results help the contracting authority to understand the success and implementation of the network-based support services and the adaptation programme and, if necessary, to find alternative solutions in the new period of structural funds. The final evaluation must therefore be of an operational nature.
