1. The subject of the order is the delivery and installation of solar photovoltaic installations and collectors, heat pumps and biomass boilers in the municipality of Wólka. The order is carried out in the framework of the project “RES in the Municipality of Wólka — Stage II — installation of heat pumps, solar collectors, biomass furnaces and photovoltaic cells” co-financed by the EU under the Regional Operational Programme of Lublin Voivodeship 2014-2020, axis Priority 4 “Environmentally Friendly Energy”, Action 4.1. “Support for the use of RES”.

2. The Contracting Authority pursuant to Article 91 of the Pzp Act allows the submission of partial tenders, broken down into four parts of the contract:

1) Part 1 — delivery and installation of photovoltaic cells;

2) Part 2 — delivery and assembly of solar collectors;

3) Part 3 — delivery and installation of biomass boilers;

4) Part 4 — delivery and installation of heat pumps.

1. The subject of part 1 of the order is the delivery and installation of sets of photovoltaic installations within the municipality of Wólka, including, inter alia:

1) supply and assembly of 31 pcs of photovoltaic installations with a power of min. 2.28 kW, in 31 locations indicated;

2) supply and assembly of 79 pcs of photovoltaic installations with a power of min. 3,42 kW, in 79 indicated locations;

3) installation made on the basis of modules of monocrystalline photovoltaic panels with a power of min. 380 W;

4. Inverters mounted under the order must have approximately 1 kW of stock power; to connect an additional 1 kW;

5) installation of support structures of photovoltaic modules;

6) installation of photovoltaic panels on the structure;

7) installation of solar wiring between modules and inverter;

8) making the main installation for connecting the inverter to the main switchboard of the building;

9) installation of a switchboard of RDC DC DC circuits;

10) installation of the inverter;

11) installation of RAC switchgear switchgear switchgear unit;

12) the performance of anti-shock protection;

13) the performance of surge protection;

14) trials, measurements, adjustment and technological start-up of the plant;

15) the execution of abbreviated post-construction documentation for each project participant and full post-construction documentation for the Contracting Authority (certificates, guarantees, instructions for operation, implementation projects, set of electrical measurements, set of documents to change the meter, documentation received from Ordering Party with red-colored corrections);

16) connection to the PGE Distribution S.A. network, together with the preparation of a set of documents and the declaration of installation;

17) training users in the proper operation of the installations performed;

18) drawing up service instructions containing the necessary information on how to proceed in the event of unexpected errors in the installation;

19) program and launch of the installation;

20) supplement possible cavities of walls, ceilings, sealing the roofing material after the passages of the wires;

21) other elements included in Annex No 8a to the SWZ (design documentation) and the contract template of Annex 7a to the SWZ).

2. The order should be executed, inter alia, in accordance with the technical documentation of Annex/Annexes No 8a to the SWZ.

3. Equipment, fittings and fittings installed during the execution of the order must be new, in accordance with the parameters set out in the technical documentation.

4. Implementation of the object of the contract should be carried out on the basis of the applicable provisions, in particular the Act of 7 July 1994. Construction Law (Journal of Laws of 2020, item 1333, as amended), together with the implementing provisions, by the Contractor with the relevant experience, executive potential, and having persons with relevant experience and qualifications.

5. Materials used by the Contractor should correspond, as regards quality, to the requirements of products authorised for marketing and use in construction as defined in Article 10 of the Act of 7 July 1994.

6. Performance of the object of the contract and commissioning must also comply with all legal acts applicable to the subject of the contract, with technical and construction regulations, applicable Polish standards, guidelines and technical knowledge rules.

1. The subject of Part 2 of the order is the delivery and installation of sets of solar installations in the territory of the municipality of Wólka, including, inter alia:

1) two-manifold installation/300 dm3, 96 sets — assembly for 96 locations;

2) three-manifold installation/400 dm3, 24 sets — installation for 24 locations;

3) the installation of the solar tray;

4) the installation of glycol installation;

5) installation of the pump and control unit;

6) the connection of the solar tray to the existing cold water and hot water installation together with the necessary control and protection fittings, dam, regulatory fittings;

7) performing tests, tests and commissions of the solar installation;

8) the performance of the training of the users of the solar installation;

9. supply and assembly, based on the technical documentation set out in Annex No 8b to SWZ, of sets of flat solar collectors for the preparation of hot water;

10. Other elements included in Annex No 8b to SWZ (design documentation) and the contract template of Annex 7b to SWZ.

The Contracting Authority shall inform that the solar installation monitoring system described in Chapter 7 of the executive construction project is not covered by the contract in question. The Ordering Authority requires that the installed installation allows in the future to be attached to such a system.

2. The order should be executed, inter alia, in accordance with the technical documentation of Annex/Annexes No 8b to the SWZ.

3. Equipment, fittings and fittings installed during the execution of the order must be new, in accordance with the parameters set out in the technical documentation.

1. The subject of Part 3 of the order is the delivery and installation of biomass boilers in the territory of the municipality of Wólka, including, inter alia:

1) delivery and installation of 12 units of biomass boilers with a power of 20 kW, assembly for 12 locations;

2) delivery and installation of 6 pieces of biomass boilers with a power of 25 kW, assembly for 6 locations;

3) disassembly of the old boiler and installation elements, which will be replaced (forwarding to the owner);

4) installation of boiler, fittings and equipment, thermal insulation of pipelines according to the technical documentation, applicable legal conditions, technical construction;

5) installation of the control system;

6) installation of a suppository with a clasp and attachment of the boiler to the existing flue duct of the chimney;

7) connection of the boiler to the existing installation c.o., z.w., c.w.u. within the room where the boiler was installed to the extent necessary for the proper operation of the installation in automatic mode according to the technical documentation;

8) manufacture of rinsing, pressure tests of the installation, filling, venting and commissioning of the installation;

9) to provide instructions and train the User in the correct and safe operation of the installation and its maintenance;

10) replenishment, sealing cavities after the passages of the ducts;

11) commissioning and participation in the commissioning of the installation;

12) before the installation of the boiler, it is advisable to establish the conditions of installation in the indicated location min. under the account of the location of the pelt tray and other relevant installation parameters;

13) transfer to the Ordering Authority a protocol for the reception of the boiler room, training and transfer of documentation confirmed by the User;

14. Other elements included in Annex No 8c to SWZ (design documentation) and the contract template of Annex 7c to SWZ.

1. The subject of part no. 4 is the supply and installation of heat pumps in the territory of the municipality of Wólka, including, inter alia:

1) supply and installation of 12 pieces of heat pump (air-to-water) installations for the preparation of c.w.u. with tanks with capacity of min. 300 l;

2) installation of fittings, pumping assembly of diaphragmatic vessel and other elements according to the technological scheme;

3) installation of the control system;

4) the performance of rinsing and pressure tests of the installation;

5) replenishment and sealing of cavities after the passages of the ducts, making of cold, warm c.o. and electrical water systems necessary for connection to the designed system;

6) commissioning of the installation;

7) to train users on the proper operation of the heat pumps performed up to c. u. together with the development of detailed operating instructions and their transmission to users;

8. Other elements included in Annex 8d to SWZ (technical documentation) and the contract template of Annex 7d to SWZ.

2. The order should be executed, inter alia, in accordance with the technical documentation of Annex/Annexes No 8d to the SWZ.
