Utenriksdepartementet v/Enhet for EØS-oversettelse (the Ministry of Foreign Affairs c/o the Unit for EEA Translation) invites tenderers to participate in an open tender contest for the purchase of translation and review services.

Enhet for EØS-oversettelse (the Unit for EEA Translation) is responsible for translation and review (quality assurance) of EU legislative acts from English to Norwegian that will be included in the EEA agreement, as well as terminology work in this connection. EU legislative acts are legal texts (primarily decrees, directives and resolutions) within all disciplines included in the EEA agreement. The legislative acts therefore have a large element of legal and technical terminology.

A total of six framework agreement are being announced, divided according to the disciplines in which competence is requested (hereafter called sub-areas). How many parallel framework agreements the contracting authority intends to enter into will vary for each sub-area. A total of 30 framework agreements can be entered into.

The supplier will contribute to the following work assignments:

(i) Translation from English to Norwegian (bokmål) of EU legislative acts that will be included in the EEA agreement;

(ii) Review (quality assurance) of translated legislative acts (bokmål);

(iii) Determination of terminology in cooperation with specialist departments/subsidiary agencies and entity's terminology as well as registration of terms in a terminology database;

In exceptional cases there will be a need for some work/additional work beyond the above mentioned main assignments.

The tenderer can submit tenders for one, multiple or all of the listed sub-areas below. The number of parallel framework agreements varies from sub-area to sub-area based on the internal capacity and anticipated text quantity.

(i) Sub-area 1: Translation of economic texts from English to Norwegian (bokmål);

(ii) Sub-area 2: Translation of transport texts from English to Norwegian (bokmål);

(iii) Sub-area 3: Translation of various disciplines from English to Norwegian (bokmål);

(iv) Sub-area 4: Review of legislative acts for sub-area 1;

(v) Sub-area 5: Review of legislative acts for sub-area 2;

(vi) Sub-area 6: Review of legislative acts for sub-area 3.

Even if a tenderer offers multiple resources, the resources will be assessed individually. The contracting authority will make an individual assessment of each resource and award one framework agreement per resource. This means that tenderers who offer multiple resources will be able to achieve different tanking for these in the evaluation, so that one and the same tenderer can be awarded a framework agreement for one or more of the offered resources, but not for others.
