The subject of the contract is the development of an energy audit, design documentation and author's supervision for the task called: Adaptation of the former building of the Gymnasium No. 2 at 28 Przyjaźni Street for educational and preschool needs – technical documentation.
1.1.The subject of the contract is the development of an energy audit, design documentation and author's supervision for the task called: Adaptation of the former building of the Gymnasium No. 2 at 28 Przyjaźni Street for educational and preschool needs – technical documentation.
1.2. The scope of the subject of the contract includes:
a) Execution of architectural and construction inventory of the building of the former Gymnasium and technological systems and equipment for the purpose of developing an audit and design documentation along with obtaining all the necessary technical conditions, opinions and arrangements as well as expert opinion on the roof load in connection with the planned installation of control panels;
b) Development of an energy audit for the needs of thermal modernization of the building of the former Gymnasium;
c) Preparation, on the basis of a previously performed energy audit, of design and cost estimation documentation for the needs of thermal modernization of the building related to the improvement of the energy efficiency of the facility, to the extent that the Contractor obtains all the decisions and arrangements required by law allowing the execution of construction works;
d) Development of complete project documentation
e) Performing author's supervision over the implementation of construction works within the meaning of Article 20 § 1 point 4) of the Construction Law based on the developed design documentation.
1.3.A detailed description of the subject of the contract is included in Appendix No. 4 to SWZ.
1.4.The Contractor is obliged to perform the order on the terms and conditions described in the Proposed Provisions of the Contract (Appendix No. 5 to SWZ).
1.5. The Contracting Authority does not reserve the right to apply for the award of a contract only by Contractors referred to in Article 94 of the PPL Act, i.e. having the status of a sheltered workshop, social cooperatives and other contractors whose main purpose or the main purpose of their organizationally separated units that will perform the contract is the social and professional integration of socially marginalized persons.
1.6. The Contracting Authority has included in the detailed description of the subject of the contract the requirements in terms of accessibility for people with disabilities and design for all users referred to in Article 100(1) of the PPL, i.e.
When drawing up design documentation, the principle of universal design should be taken into account. The designed infrastructure and its surroundings should take into account the needs of people with various forms of disability in accordance with the concept of universal design, which ensures full participation in social life of people with reduced functionality by removing existing barriers and preventing the emergence of new ones. This concept means designing products, environments, programs and services in such a way that they are useful to everyone, as much as possible, without the need for adaptation or specialized design. Universal design does not preclude the possibility of providing additional facilities for specific groups of persons with disabilities, if needed.
1.7. The Ordering Party has not specified in the detailed description of the subject of the contract the requirements for performance or functionality referred to in Article 101(1)(1) of the PPL.
1.8. The Contracting Authority shall not require a label from the Contractor and shall not indicate the applicable requirements of a specific label referred to in Article 104 of the PPL.
1.9. If the documentation constituting the Detailed Description of the Subject of the Order contains references to standards, technical assessments, technical specifications and technical reference systems referred to in Article 101(1)(2) and (3) of the PPL, it shall allow solutions equivalent to those described. The use of a given standard, technical assessment, technical specifications and technical reference system in the documentation is only intended to clarify the level of expectations for a specific material/device/product.
