In this tender procedure, Stichting WFC Experience (hereinafter: the client) is facilitated by Het NIC bv for the coordination and implementation of the procurement procedure, including making the award decision known.
The purpose of this European tender through the competitive dialogue is to come to a service concession agreement (hereinafter: concession agreement) with 1 contractor for risk-bearing management and exploitation of the 'World Food Center Experience' (hereinafter: WFC Experience).
For a detailed explanation of the concession, reference is made to the selection guide, question 1.2.10 in Negometrix.
The specific aim of this European tender is to find an operator who contributes his / her expertise in the design and realization phase and then manages and exploits the WFC Experience risk-bearing. The ambition, commitment, dedication and expertise of the operator must keep pace with the ambition of the client. Only together can the ambition of 330,000 visitors be achieved on an annual basis. The operator is also prepared to rent the required real estate at a rent that amounts to 4.5% of the invested capital in the real estate annually. To achieve this, the client wishes to enter into a concession agreement and lease agreement with the intended contractor. A concession agreement will be entered into with the operator for the 3 phases (design, realization and operation phase) which are further explained in the concession description (Negometrix question 1.2.10). The concession agreement has a resolutive condition and associated compensation in case no realization phase follows after the design phase.
