In the coming years, significant investments are planned for the development of Hærvejen as a single project as well as in local projects along the routes.
In order to ensure that the investments are made in an effective manner that contributes to the achievement of Development Hærvejen's (hereinafter "the Client") strategic goals, it has been decided to collect greater empirical knowledge about the needs and wishes of Hærvejen's current and future users.
The tender thus concerns the contract for the supply of evaluation and monitoring of Hærvejen.
The tendered contract includes the provision of a methodological basis and a data basis that can contribute to expanding and substantiating the knowledge base for foundations, municipalities and private actors' future investments in the Hærvej route and the activities developed along the route. In addition, an evaluation of the effect of the future local projects along Hærvejen and how they contribute to the overall development will be included. The intention is that the data-, analysis- and knowledge-based approach will both ensure that the right initiatives across the entire course of Hærvejen are initiated and implemented in an appropriate manner, as well as the right local projects are realized. The tendered contract also aims to create a knowledge base for adapting and further developing existing activities, products and services. It is essential that knowledge generation contributes to attracting more citizens and visitors to Hærvejen, so it is crucial to be able to document current and potential users' behavior and wishes. The project will therefore also identify any barriers for potential users and investigate which groups can be attracted to Hærvejen's routes, as well as which tools to use for this purpose.
Basically, the objective of knowledge collection, evaluation and monitoring must optimize the success rate of local and cross-cutting projects by:
- Document the use of Hærvejen both locally and as a whole.
- Generate knowledge about user behavior and wishes.
- Create a knowledge base about the recreational strengths and challenges of the hiking and cycling route.
- Create a basis for the development of new and adaptation of existing activities, products and services.
As the present tender deals with a task where method and data collection will be developed and adjusted continuously over a three-year period, the Supplier will help define workflows, forms of cooperation, organization, etc. Therefore, the Ordering Entity is looking for a constructive Supplier who approaches the task conscientiously and enters into a trusting cooperation with the Client.
In general, with this call for tenders, the Contracting Entity wishes to solve the following tasks:
1. Develop a method for providing empirical data about Hærvejen.
2. Establish appropriate workflows, protocols and regulations so that data collection is secured in an appropriate manner, beyond the three-year agreement period.
3. Collect qualitative and quantitative data regarding Hærvejen during the project period.
4. Disseminate knowledge and data about Hærvejen .
The scope of the tender is further described in Appendix D_Leverancebeskrivelse of the tender documents.
The tender is conducted as a "reverse" tender, where the Contracting Entity has determined a financial fee of DKK 3,200,000 excl. VAT. Read about this in Annex C_Udbudsbetingelser section 2.2 of the tender documents.
During the agreement period, the contracting entity may purchase a project extension on method development and exploitation of new technological opportunities, including the use of mobile data for registration and monitoring of recreational infrastructure, in particular the use of walking routes and cycle routes. The contracting entity may make use of it at any time during the contract period, since only a project extension may take place with that described for the project extension in Annex D_Leverancebeskrivelse. The financial fee for this is DKK 515,000 excl. VAT.
If the Contracting Entity exercises the option to purchase the project extension, the Supplier's maximum fee under the offered contract is DKK 3,715,000 excl. VAT.
The contracting entity reserves the right to take award decisions on the basis of the initial tenders.
For technical reasons in connection with filling out the executive order, it has been necessary to tick off an economic sub-criterion, which, however, is set to weigh 0%.
Pursuant to section 49(2) of the Public Procurement Act, the contracting entity has assessed whether the contract can be divided into lots, but has assessed that it is most appropriate, for both practical and economic reasons, to combine the tasks of the contract for the performance of one supplier.
