As a replacement for an existing municipal day care facility for children, a new 3-group day care center for children is to be built on the property of Nobileweg 18 in Stuttgart-Stammheim for children from 0-6 years. In addition to the actual group rooms, bedrooms and staff rooms are planned, as well as sanitary areas with various requirements and a kitchen (preparation kitchen) for all-day operation. For this purpose, an architectural firm is to be identified and commissioned as part of the VgV procedure.

1. Object and aim of the procedure:
Building planning according to HOAI 2013, Part 3, Section 1 (architectural services according to § 34 HOAI) LPH 1-9 for the new construction of a 3-group children's home, Nobileweg 18, in Stuttgart Stammheim. The expected gross construction costs (KGR 300 and 400) amount to approx. 3.2 million euros.
The measure has a programme area of approx. 430 m2.
The bidders selected for the 2nd phase are commissioned to provide a design report.
2. Procedure:
The award procedure is divided into 2 stages. In an open participation competition (1st stage), interested companies can apply to participate in the negotiated procedure. For this purpose, required exclusion, selection and eligibility criteria must be met and proven (see Section III.1 and participation documents). The bidders selected for the 2nd stage will be commissioned with a design report. The result of the design report is, among other things, an award criterion. Subsequently, all bidders of stage 2 are allowed to introduce themselves personally to the client in a negotiated meeting. The contract will be awarded to the bid which, after evaluation of the award criteria (see section II.2.5 and tender documents), can achieve the highest number of points overall.
3. Order:
The contract is subject to project approval by the state capital Stuttgart. The contractor is obliged to take over the service up to and including work phase 9 HOAI if the project comes to fruition. The client intends to commission the services in stages and in stages. There is no legal entitlement to the transfer of all service levels.
