Purchase, inspection and maintenance of outdoor and play equipment/VAV

The objective of the contracting entity is to acquire a responsible partner as a supplier of outdoor and play equipment for the yard and play areas of residential properties owned by the VAV Group (hereinafter referred to as the Client) in Vantaa, as well as as an inspector of play equipment, annual maintenance and other maintenance work. The yard and play areas are mainly used by children, which is why the Client considers it particularly important that the conditions for playing are in order and safe for children.

The prerequisites for achieving the targets are described in more detail in the ESPD form of the invitation to tender, in the criteria section of the procurement targets and in the appendices presented in the invitation to tender. The basis for making the procurement decision is overall economic affordability, where the weighting of price is 87.8% (max. 1435 reference points) and quality is 12.2% (max. 200 reference points). Of the weighting of the price, the share of replacement of play equipment is a maximum of 1035 reference points, and the share of inspections and annual maintenance is no more than 350 reference points. With regard to the price, the quotation calculation utilizes the attached tender specification form. With regard to renewals of play equipment, the Client makes price comparisons of the offers manually on the basis of the offer comparison, while the Provider enters the comparison price of inspections and annual maintenance in the Offer Service in the offer form.

Quality and responsibility are assessed on the basis of the product cards stored by the Provider. Qualitative factors have been scored and influence the procurement decision. In addition, the so-called "comparison" will be used. a two-shell procedure, in which case the Quality Score is evaluated first. This increases the objectivity of the quality assessment to be carried out.

The client's deliveries of outdoor and play equipment emphasise the quality, safety, usability, aesthetics and delivery times of the products. The customer requires that all products offered meet the requirements of safety standards SFS-EN 1176 and SFS-EN 1177.

The subscriber requires tenderers to carefully read all attachments to the tender form as well as the terms of the contract. The submitted bids are treated separately each as its own part. The service is implemented in accordance with the service descriptions and quality requirements of the RFQ. The Offer becomes binding on Bidders once the Subscriber has received the Offer. The contract is created only by the signing of a written contract. For procurement above the EU threshold, the contract may be awarded no earlier than 14 days after the tenderer has received or is deemed to have received the decision notified with the reasons.

The aim of the procurement unit is to acquire a responsible partner as a supplier of outdoor and play equipment for the yard and play areas of residential properties owned by the VAV Group in Vantaa, as well as for the inspector of play equipment and the author of annual maintenance.

The acquisition includes play and outdoor equipment for rental residential properties owned and fully managed by the Client, their deliveries, installations and inspections of play equipment, as well as annual maintenance. The aim of the procurement is to get a cost-effective, high-quality, versatile, customer-friendly and flexible partner who, through its activities, contributes to the comfort, usability and especially safety of the yard and play areas of the Client's residential properties. The aim is partnership-based cooperation based on interaction and trust between the contracting parties. The yard and play areas are mainly used by children, which is why the Client considers it particularly important that the conditions for playing are in order and safe for children.

The properties owned by the client and located in Vantaa and the play equipment are presented in the appendix to the list of equipment for the properties. The offer is made on the offer form (note: tabs) and stored at tarjouspalvelu.fi. Benchmark prices have different weightings and are scored. The scoring is available in the offer form.

Qualification requirements for a play equipment inspector and an annual maintenance worker: the inspector of the inspections must be a person who has completed basic training in the safety of playgrounds and neighbourhood sports facilities or has some level of S2P certification or has worked in similar positions for at least three years. The same qualification requirement also applies to the person performing the annual maintenance. The Supplier shall approve the persons performing inspections and annual maintenance at the Client before the work begins. The Supplier takes care of the professionalism of its inspectors/annual service technicians through the upgrade training required for maintenance.

The tenderer is required to interpret the procurement documents as an expert in outdoor and play equipment. If the tenderer finds any shortcomings in the information provided that may affect the content of the tender, they must be inquired about in advance (see communication and additional information during the competition). The provider is required to have a quality assurance plan. The objective of the quality assurance plan is to steer the flow of processes, work performances and work phases and to ensure the realization of the factors and goals set by the client. The quality assurance plan must be delivered to the client in connection with any review negotiations.

The target start time of the contract period is 1.6.2023 and the contract is valid until further notice with six (6) months' notice. The first possible starting date for the customer and the Supplier is 1.6.2024. VAV selects two suppliers with whom contracts will be concluded based on the tenders submitted.

Delivery orders and inspections / annual maintenance are primarily allocated to the provider with the most reference points in the procurement. The Tenderer, which received the second highest number of reference points in the procurement, acts as a backup supplier for the entire contract period at the prices it offers. If, for scheduling or other reasons, the primary contract supplier is unable to provide the Service or part of the Service in accordance with the contract, these orders may be individually allocated to the backup supplier. The offer comparison also partly takes into account the qualitative factors of the products.

The tenderer must submit a tender for all products and works on the tender forms. If the tenderer has not offered all the products and works specified in the tender form, the tender will be considered incomplete. The incomplete offer will be rejected. From the tenderer's point of view, it should also be noted that the products, works and prices offered must include all the criteria defined in this invitation to tender, the draft contract and the service description.
