City of Lauenburg / Elbe, renovation of a former hotel for use by the city library and the city archives

Object planning of buildings and interiors according to § 34 HOAI, LPH 1-9, phased commissioning.

The city of Lauenburg / Elbe plans the conversion of a former hotel for the city library and the city archives of Lauenburg / Elbe.

The building plot is located in the old guard 8 in 21481 Lauenburg / Elbe. It has an area of 1 500 m 2 , The multiply extended existing building consists of 3 building parts. A two-storey half-timbered construction with a short-hipped roof is aligned on the eaves side of the street "Alte Wache". Its south facade was massively masonry and plastered. The front and back are truss structures. On the north side is followed by a two-storey half-timbered building with hipped roof from the 18th / 19th century. The third part of the building is a much higher hall building, which was built at the end of the 19th century. The buildings at the back are traditionally oriented towards the "Lütten Markt".

The building complex is the only remaining historical building in the area of the "Old Guard". It was rebuilt in 1850 as the "Gasthof zum Adler" and used as a hotel "Stappenbeck" from 1891 until the 1980s. It is no longer under monument protection. After several renovations, the monument value was abolished in 2000. Since then, the building has undergone varying uses by municipal and private institutions. After the revision of the monument list of Lauenburg / Elbe, the building currently has the status "intended for the list".

As part of the urban development project "Active Urban and Suburban Centers" and possibly with the "Investment Pact", the conversion and refurbishment of the building for use by the city library and city archive is planned as an important element for the revitalization of the city center. At the same time, the USP is the only building with a historical reference to be worked out in the inner city environment and, at the same time, transforms the building into the present day for the requirements of modern use as a media center under the aspect of digitization. A sense for the interplay of historical building fabric and modern architectural elements in the draft is required for this project and must be proven on the basis of empirical values.

At the beginning of project work, urban development aspects should be examined as part of a feasibility study, especially with regard to the objectives of the IEK (Integrated Development Concept).

The existing building has a gross floor area of approx. 1 600 m 2

For library and archive use, according to the preliminary space program, a gross floor area of approx. 2 200 m2 is required; additional space must be created for this by conversion and, if necessary, removal and expansion.

For this purpose, planning offices are invited to participate in the competition, which cover the performance of object planning buildings and have implemented similar measures in the past.

The performance phases 1-9 in the performance picture according to § 34 HOAI are to be processed. The commissioning will take place gradually.

The following procedure is carried out:

In phase 1, potential applicants are invited to participate and submit the application with the required supporting documents.

In phase 2, the requests to participate will be examined and the number of eligible candidates will be limited.

Phase 2 candidates will be invited separately for a negotiated procedure.

The costs of the KG 300 + 400 were with a volume of max. EUR 4 400 000 gross. According to the preliminary cost estimate, the costs for the KG 300 are approx. EUR 3 300 000 and for the KG 400 approx. EUR 1 100 000 gross. The above-mentioned construction cost ceiling of EUR 4.4 million gross is to be understood as a value at which the design must be aligned at all stages of the project and which must already be checked in the preliminary draft for its feasibility.
