On the basis of the Davos Declaration 2018 "A High Building Culture for Europe" and the "New Leipzig Charter of 2020", federal building culture guidelines are being developed. The guidelines are intended to contribute to anchoring building culture as a social value more strongly in the consciousness and to improving the quality and processes for the creation, care and further development of the built environment and the architectural heritage.
The aim of the project is the preparation of the "Guidelines for Building Culture in Germany". The Federal Government's guidelines are a consensus paper in which the Attitude and Objectives of the Federal Government to the implementation of building culture goals are articulated. The paper serves as a key document of a German attitude to building culture. In addition to a description of the state of affairs, the position paper should include goals, fields of action and needs as well as concrete tasks in the field of building culture. The Federal Government's Guidelines for Building Culture aim to promote the development of the Länder's and municipalities' own Building Culture policies.
The content of the contract is the development of the guidelines as well as the comprehensive process design, support and implementation. In addition to project management, this also includes the support of an advisory board and interministerial coordination rounds, the formation and accompaniment of thematic focus groups, the conduct of expert interviews, as well as the scientific basic determination. Furthermore, the editorial editing, the layout and, if necessary, the publication of the guidelines are also part of the content of the order.
The guidelines are drawn up in several stages of coordination. The interdisciplinary advisory board has already been appointed by the Federal Ministry of Housing, Urban Development and Building (BMWSB) and complements the process with technical expertise. Focus groups from the areas of associations, the federal states and municipalities, the specialist discourse on architecture/building culture and science, civil society and building owners/industry qualify the guidelines and are consulted on key issues. In order to deepen selected topics, expert interviews are optionally conducted. The guidelines are discussed and qualified by the interministerial working group of the key ministries of the Federal Government (including housing, urban development and construction, culture and media, education and research, digital and transport, economy and climate, environment) with the participation of the BBSR.
