Technical Framework Consultant (Offshore Cable Installation) for Moyle Return Cable Replacement

Moyle Interconnector Ltd is procuring an EPC contract (OJEU Contract Notice 2013/S 220-383923) to supply and install two medium voltage cables between its existing HVDC convertor stations located at Auchencrosh, Scotland and Ballycronan, Island Magee, Northern Ireland.

This will involve the design, manufacture, testing, supply, installation, jointing and commissioning of approximately:

—18 km of Land cable – 2 x 3km on the Northern Ireland side, and 2 x 6km on the Scottish side.

106 km Submarine cable – 2 x circuit crossing lengths of approximately 53km with water depths of up to 150m.

Moyle appointed Technical Advisors in 2013 (OJEU Contract Notice 2013-073055-F06-EN) to provide technical support up to the point of recommendation of award of the EPC contract. Under the current process, award of the EPC contract is expected to be in Q3 2014. Full delivery of the EPC contract is expected to be before the end of 2017.

Moyle now seek to appoint a series of consultancy framework contracts which it would intend to be in place for the duration of the EPC contract and which will enable Moyle to access experienced and competent resources to build a Client project management team which will manage and deliver the EPC contract to meet Moyle's objectives to ensure compliance, product integrity, timely delivery and efficiency. The project management team will report to and be led by a highly experienced EPC Project Manager.

The Technical Framework Consultant (Offshore Cable Installation) services shall include:

— Provision of experienced and competent personnel to manage and supervise the main EPC contractor executing all aspects of the offshore and inshore site preparation, cable transit, lay and burial (up to and including the transition joint bays at Portmuck, Northern Ireland, and Curraie Port, Scotland) including but not limited to

—— Ensuring all works are executed in compliance with Health & Safety, Environmental and Moyle's requirements (eg burial).

—— Undertaking design reviews including: route confirmation survey, cable design, cable route engineering, landfalls, installation schedule, weather impacts, vessel operability, installation equipment, cable lay and protection methods, cable storage facilities, burial and installation methodologies, cable testing, HSE Plans risk assessments, risk identification HAZOPs and HAZIDS, etc.

—— Review / assessment of vessel and equipment, including tests.

—— Advising on seabed surveys (including geophysical and geotechnical) and survey management, including, when deemed necessary, supervision (client representation) on board the vessels during the surveys.

—— Specialist support including metocean, geoscience, marine environment and GIS experts.

—— Supporting the main EPC Contractor responsible for planning the Offshore Works to minimise impact on marine stakeholders (fisheries, Crown Estate, asset owners being crossed etc) and ensure that the conditions of all agreements and consents (Seabed Lease, ASSI Assent, Crossing Agreements etc) will be honoured

—— Monitoring Offshore Works to ensure that all consenting conditions within the Marine Licences issued by the DoENI and Marine Scotland are adhered to at all times throughout the works including liaison with consenting authorities representatives

—— Stakeholder negotiation support for remedial works, including consenting authorities and third party crossing stakeholders.

—— Ensuring that all controls which are deemed necessary to protect the existing cables are in place and adhered to at all times.

—— Witnessing cable load-out operations

—— Regular auditing and inspection training records to ensure all personnel are competent and authorised to the necessary levels.

—— Inspecting Contractors working facilities and vessels and ensuring all necessary certification and

—— documentation is in place and being adhered to.

—— Review as-built documentation from the main EPC contractor to ensure compliance with project and contract requirements.

—— Liaising with the Insurers appointed Marine Warranty Surveyor.

—— Assessing and reporting progress against programme.

—— Agreeing any compensation events with the main EPC contractor

—— Reporting to the Moyle Project Manager

— Provision of support to the individual(s) working in the project management team which will comprise Moyle employees, secondees and individuals or groups of individuals appointed through other framework contracts (Onshore, Cable, H&S & CDM, Project Management)

— Planning and establishment of procedures and processes to support the services being provided.

— Organising resources required to deliver the scope of Service to be provided by the Framework Consultant (Offshore). The number and type of resource required will vary significantly through the various stages of the Works.

— Co-operation and liaison with the other organizations and members of the integrated project management team

— Provision of replacement support when necessary for either absence or peaks in workload

— Preparation of detailed Weekly Reports to be submitted to the Project Manager, including issues relating to Health, Safety & Welfare.

— Preparation and submission of non-compliance notices to the Project Manager.

— Summary Monthly Progress Reports.

— Meetings Attendance.
