The Helsinki Region Transport Joint Municipal Authority ("Subscriber", "HSL", "Contracting Entity") acquires the workwear and accessories of public transport ticket inspectors ("inspector") and customer advisors ("advice"). Inspectors work in vehicles on the move, indoors and outdoors in all weather conditions throughout the year. Customer advisors work at a service point where the temperature is immediately affected by outdoor temperature.
The garments and accessories to be purchased are set out in the procurement documents with their requirements. Inspectors carry the accessories and equipment they carry the equipment they carry in a separate equipment belt or in the pockets of official clothing. As a result, some accessories and clothing are subject to strict requirements designed to enable the ergonomic placement of the equipment carried by the inspectors. The sizes of the pockets are dimensioned according to the accessories and equipment in use. The total weight of portable accessories is 3-4 kg. Inspectors' clothing shall not bear hanging strings, "slingshots" or other similar parts which may endanger occupational safety.
Clothes should be posture but breathable and comfortable, taking into account different body types. All clothing and accessories should be resistant to wear and washing. The materials must be such that the clothes are easy to maintain.
The tenderer shall have the opportunity to test and implement changes to his models. Changes may include removing details that pose a risk of grabbing, adding details to make it easier to use, changing the placement of pockets and adding reflectors to some products.
With regard to the service, HSL requires the provider to have an electronic ordering system in accordance with the minimum level set out in the service description.
A significant part of the selection criterion consists of a test for the use of clothing and accessories carried out by a test panel of HSL employees. The test panel evaluation form is available for information as an annex to the draft invitation to tender. The form shows the criteria to be assessed and their rating scale.
The tenderer shall submit the following products for the use test:
INSPECTORS' TEST CLOTHING
• Jacket/bush, winter coat, vest, thigh pocket pants, capris, knitted or crocheted
• The clothing sizes to be included for the test are S, M, L and XL and XXL / 34, 38, 40, 42, 52.
• The skirt is enough for test size women 34 and 42.
• No embroidery/ printing is applied to test clothes

• Cardigan, vest, light jacket, t-shirt, trousers
• The smallest and largest size of the collection and intermediate sizes will be delivered for the test. E.g. XS, S, M, XL, 3XL / 34, 38, 40, 52.

The products offered must meet the requirements for the products set out in the draft invitation to tender. The tenderer suggests one product/category.
The procurement procedure shall be a restricted procedure whereby tenderers meeting suitability and other requirements are selected from among those who wish to participate on the basis of requests to participate.
Any contract resulting from the procurement procedure does not impose a buying-in obligation on HSL. The agreement does not create the exclusive right to supply products.
The selected Supplier will organise joint fittings and demonstration events for hsl's desired products for standard-sized clothing, as well as a change and measurement service, in a manner agreed with HSL. Measurements are taken on a periodic basis and possibly during inspector courses, for example, at a time to be specified.
HSL requires tenderers to clarify their subcontracting chain and the circumstances of those employees. The aim of the requirement is to ensure that clothing is produced in a way and under conditions that promote the well-being of the environment and people.
