The working land is divided into four stages:

The works of stages I and II are 100% financed by the Tartu City Government and AS Tartu Veevärk for the construction of water and wastewater sewerage pipelines (water pipeline nodes between V-1 and V-24 and sewage sewerage wells between K-1 and K-8).

The works in stages III and IV are financed by Tartu City Government and Tartu Rural Municipality Government to the extent of 50% each.

The contract for the construction of pipelines is entered into by AS Tartu Veevärk.
