Description:

The CER is seeking expert technical advice in relation to the design and implementation of a monitoring regime regarding Irish Water's capital investments. This is in the context of the revenue allowed by the CER to Irish Water in relation to capital expenditure and the associated, relevant baseline plan, budgets, targets, outcomes and outputs. Irish Water's capital investments include non-network capital investment such as investment in information technology (IT) and investment in capital maintenance. The monitoring regime will include review of periodic reporting by Irish Water and a process for the review of material changes to the baseline plan and/or associated outputs, outcomes and targets.

The Commission for Energy Regulation (CER) is Ireland's independent energy and water regulator. The CER was established in 1999 and now has a wide range of economic, customer protection and safety responsibilities in energy. The CER is also the regulator of Irish Water as the national utility for the provision of public water and wastewater services.

This is in the context of the revenue allowed by the CER to Irish Water in relation to capital expenditure and the associated, relevant baseline plan, budgets, targets, outcomes and outputs. Irish Water's capital investments include non-network capital investment such as investment in information technology (IT) and investment in capital maintenance. The monitoring regime will include review of periodic reporting by Irish Water and a process for the review of material changes to the baseline plan and/or associated outputs, outcomes and targets. The regime is to be in place for the third quarter of 2017. Training and knowledge transfer are required over the contract term, specifically regarding auditing and site investigations. In addition, ad-hoc advice regarding technical matters pertaining to Irish Water's delivery of water and wastewater investments, including non-network investments and capital maintenance, is required.
