1. The subject of the contract is the acceptance and development (recovery and disposal) of municipal waste generated on property from property covered by the Municipal Waste Management System in the Lower Oder Municipal Union, supplied by the entert/ y indicated by the Contracting Authority for a period of 3 years, i.e. 36 months, from 1 January 2022 to 31 December 2024.
2. A detailed description of the subject matter of the order is Annex 1 to the SWZ.

The subject of the contract is the acceptance and development (recovery and disposal) of municipal waste generated on property from property covered by the Municipal Waste Management System in the Lower Oder Municipal Union, supplied by the entert/ y indicated by the Contracting Authority for a period of 3 years, i.e. 36 months, from 1 January 2022 to 31 December 2024.
2. The subject of the contract includes: acceptance and development of municipal waste generated on property from properties covered by the Municipal Municipal Waste Management System (i.e. at the date of initiation of proceedings from the municipalities of Banie, Bielice, Cedynia, Dolice, Lipiany, Marianowo, Moryń, Stare Czarnowo, Warnice) with the following codes:
(a) 15 01 01 01 (Paper and cardboard packaging) in an estimated quantity of 682,00 Mg,
(b) 15 01 06 (Mixed packaging waste) in an estimated quantity of 3,112,00 Mg,
(c) 15 01 07 (Glass packaging) in an estimated quantity of 2,783,00 Mg,
(d) 15 01 10* (Packages containing or contaminated residues of hazardous substances (e.g. plant protection products I and II toxicity class — very toxic and toxic) in an estimated quantity of 0,45 Mg,
(e) 16 01 03 (Consumed tyres) in an estimated quantity of 178,00 Mg,
(f) 17 01 01 01 (Concrete waste and concrete rubble from demolitions and repairs) in an estimated amount of 4,50 Mg,
g) 17 01 02 (Brick rubble) in an estimated quantity of 4,50 Mg,
(h) 17 09 04 (Mixed waste from construction, repair and dismantling other than those listed in 17 09 01, 17 09 02 and 17 09 03) in an estimated quantity of 9,00 Mg,
(i) 20 01 32 (Drugs other than those listed in 20 01 31) in an estimated quantity of 0,27 Mg,
(j) 20 01 33* (Batteries and batteries including batteries and batteries listed in 16 06 01, 16 06 02 or 16 06 03 and not sorted batteries and batteries containing these batteries) in an estimated quantity of 0,09 Mg,
(k) 20 01 34 (Batteries and batteries other than those mentioned in 20 01 33) in an estimated quantity of 0,09 Mg,
(l) 20 01 35* (Consumed electrical and electronic equipment other than those listed in 20 01 21 and 20 01 23 containing dangerous components) in an estimated quantity of 8,00 Mg,
(m) 20 01 36 (Consumed electrical and electronic equipment other than those listed in 20 01 21, 20 01 23 and 20 01 35) in an estimated quantity of 55,00 Mg,
(n) 20 02 01 (Biodegradable waste) in an estimated quantity of 1,515,00 Mg,
(o) 20 03 01 (Non-segregated (mixed) municipal waste) in an estimated quantity of 20 213,00 Mg,
p) 20 03 07 (Bulk waste) in an estimated quantity of 2,468,00 Mg. Total estimated amount of waste is: 31,032.90 Mg.
Criteria for evaluation of bids
1. When selecting the most favourable offer, the Contracting Authority will be guided by two criteria for assessing tenders:
1) Price (C) — Weight 55%
2) procurement operating costs (Ke) — criterion weight 45%, including 9 sub-criteria weighing 5% — each for municipalities listed in Section II 2.3)
Rules for assessing bids in each of the criteria:
C — the offer with the lowest price will receive the highest amount of points
Ke — the offer with the smallest distance from the seat of the municipality to the specified installation offer will receive the highest number of points
The highest total number of points will be considered to be the most advantageous offer.
2. The total number of points the offer will be calculated according to the following formula:
L= C+Ke, where:
L — the total number of points;
C — Points obtained under the Gross Offering Price criterion
Ke — points obtained under the “Operating Costs” criterion — after the summation of the points obtained under each of the above subcriteria.
3. The basis for the award of points in the Gross Offering Price criterion shall be the price indicated by the Contractor in the Tender Form, constituting Annex No 2 to the SWZ.
4. Assessment of tenders in the “Operating costs” criterion will be made on the basis of the information contained in the Tender Form (Annex No 2 to SWZ).
