Description:
Maintaining cleanliness and order in the Łukowica Commune by collecting, transporting and managing municipal waste in 2023."

The subject of the contract is a service covering the collection, transport and management of the entire mass of municipal waste from inhabited, uninhabited properties, a selective collection point for municipal waste, municipal e-waste points, stops, cemeteries and public places from the Łukowica commune in the period from January 1, 2023 to December 31, 2023. The municipality of Łukowica covers an area of 69.7 km². It consists of 10 villages: Łukowica, Jadamwola, Jastrzębie, Młyńczyska, Owieczka, Przyszowa I, Przyszowa II-Berdychów, Roztoka, Stronie, Świdnik.

The contract includes a service consisting in the collection of municipal waste from each inhabited property located in the Łukowica Commune and from uninhabited real estate, including summer houses and real estate on which hotel services and their management are provided (recovery, disposal)

Under the service provided, the Contractor shall be obliged to:

1) the receipt of unsegregated (mixed) municipal waste code 20 03 01 accumulated in containers and/or bags produced on inhabitable and non-inhabited properties on which municipal waste is created,

2) receipt of waste collected in residual and non-inhabited properties on which municipal waste is produced, selectively collected including:

(a) paper and paperboard (packaging and non-packaging) with codes: 20 01 01 01 and 15 01 01,

(b) glass waste (packaging and non-packaging) of codes 20 01 02 and 15 01 07,

(c) plastic waste (packaging and non-packaging) with codes: 20 01 39 and 15 01 02, metal waste codes 15 01 04, 20 01 40 (packaging and non-packaging), multi-plant packaging code 15 01 05 collected together, in one container or bag,

(d) construction and demolition waste with codes: 17 01 01 01, 17 01 02, 17 01 03, 17 01 07, 17 01 80, 17 02 01, 17 02 02, 17 02 03, 17 04 07, 17 08 02, 17 09 04, 20 03 99,

(e) worn tyres with code 16 01 03,

(f) large-sized waste, including furniture code 20 03 07,

(g) consumed electrical and electronic equipment code 20 01 35*, 20 01 36,

(h) household hazardous waste (i.e. chemicals, used batteries and batteries and others) with codes: 20 01 13*, 20 01 14*, 2001 15*, 20 01 19*, 20 01 21*, 20 01 27*, 20 01 29*, 20 01 33*,

(i) expired medicines with codes 20 01 32,

(j) biodegradable waste with codes 20 01 08 and 20 02 01,

(k) waste not eligible for household medical waste due to intake of medicinal products by injection and monitoring of blood levels in particular needles and syringes with code ex 20 01 99,

(l) waste from cleaning of streets and squares with code 20 03 03,

(m) other non-biodegradable waste code 20 02 03,

(n) clothing and textiles with codes 20 01 10, 20 01 11.

3) collection of waste from the Selective Municipal Waste Collection Point, including in particular: hazardous waste, expired medicines and chemicals, waste not qualifying as medical waste generated in the household as a result of taking medicinal products in the form of injections and monitoring the level of substances in the blood, in particular needles and syringes, waste batteries and accumulators, waste electrical and electronic equipment, furniture and other bulky waste, used tyres, construction and demolition waste as well as textile and clothing waste as well as municipal waste specified in the Regulation of the Minister of Climate and Environment of 10 May 2021 on the method of separate collection of selected fractions of waste.

4) delivery of bags to the selective collection of municipal waste with appropriate parameters, appropriate colors and in the right quantity, to the owners of individual properties, in accordance with the Regulation of the Minister of Climate and Environment of 10 May 2021 on the method of selective collection of selected fractions of waste and with the requirements of the Regulations for maintaining cleanliness and order in force during the implementation of the subject of the contract.

The estimated amount of municipal waste planned for collection and management in 2023 is: 1 500 Mg / year in the basic range. The contracting authority, in accordance with Article 441(1) of the Public Procurement Law, provides for the possibility of exercising the right of option - a maximum of 1800 Mg / year.
